- This is a NOTICE OF INTENT for Solicitation HSSS01-09-R-0046 for a SOLE SOURCE PROCUREMENT. The Government intends to negotiate a blanket purchasing agreement / blanket ordering agreement to acquire expert consulting and advisory services for ongoing litigation to which the U.S. Secret Service is a party. The ordering period for the resulting BPA/BOA will be for four (4) years. This requirement is unrestricted. The North American Industry Classification System (NAICS) is 541990. The authority for this sole source procurement is FAR 6.302-3(a)(2)(iii), Expert Services (41 U.S.C. 253(c)(3). **PLEASE NOTE THAT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the services as detailed above. Responses may only be sent via e-mail to Benjamin.Senker@usss.dhs.gov. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the US Secret Service not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the US Secret Service. If the USSS Procurement office has not received any information from other interested parties that would justify the use of full and open competition for this requirement by 1200 hours EST on 29 July, 2009, a Sole Source BPA/BOA with Bates White LLC is intended to be issued.
