- This publication serves as notice of intent to procure supplies for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Southwest fisheries Science Center on a sole source basis with Microdrones GmbH. The government intends to acquire supplies using FAR Part 13, Simplified Acquisition Procedures. Purpose of proposed contract is for purchase of quantity of one (1) each quadrocopter drone including associated control, data link, camera and spare parts. This instrument is an electric powered quadrocopter manufactured by Microdrones GmbH, Operative Set Model- MD-4-1000 to include: Base station, analogue downlink, RC transmitter, Digital SLR Camera Mount and adapter accessories and spares. The electric powered quadrocopter has endurance of up to 50 minutes. Both electric power and long endurance are critical success of NOAA's work in the Antarctic because the aircraft will be operated from vessel, it must have the endurance with a safety margin to transit to shore, sample sites and return. This aircraft will be used in the Antarctic to survey populations of penguins and Antarctic fur seals. Authority for sole-source purchase is 41 U.S.C. 253(c) (1) only one responsible source and no other source will satisfy agency needs. These instruments must be delivered no later than Sept 30, 2009. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. All responses must be in writing and may be faxed attention to Maria Mendoza at (206)527-7513or email at maria.l.mendoza@noaa.gov. This is a small purchase action estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
