Description
Justification For Other Than Full and Open Competition A firm fixed price contract for Special Needs Transportation Services was awarded July 9th, 2009, on a sole source basis to the Spokane Transit Authority. Pursuant to 10.U.S.C. §2304(c) (1), "An agency may use procedures other than competitive procedures only when the property or services needed by the agency are available from only one responsible source and no other type of property or services will satisfy the needs of the agency;" and FAR 6.302-1, Only one responsible source and other other supplies or services will satisfy agency requirements." The period of performance was July 12th - 19th, 2009, and supported the National Veterans Wheelchair Games. The award was for 1900 charter service hours utilizing a minimum of 20 "low-floor" busses. The need for "low-floor" busses allowed for rapid loading and unloading of approximately 600 wheelchair bound individuals, their care givers, and their luggage. Individual wheelchair lift busses that load/unload one wheelchair at a time were excluded from consideration due to schedule needs. Reference Combined Synopsis/Solicitation FA4620-09-Q-A036.
