- The purpose of this amendment is to provide additional information as provided below; Question 1. It is unclear whether summaries of state regulations and statutes are acceptable. Do you require only summaries of state regulations and statutes, or do you require the full-text of state regulations and statutes? If full-text state regulations and statutes are required, please identify those state statutes and regulations by state and citation. Response: Summaries of State regulations and statutes pertaining to commercial vehicle safety are acceptable. Full-text versions are not required. For each State, this material typically would include an overview of the State’s adoption of the Federal safety regulations for commercial motor vehicles, and any instances in which the State regulations or statutes address topics that are not covered by the Federal regulations or are more restrictive than the Federal regulations; for example, Federal regulations do not require “mud flaps” on trailers, but some State statutes do. No information is required for State commercial vehicle statutes and regulations that do not pertain directly to highway safety. Question 2. Are full-text proposed regulations also required? If so, does the scope of the proposed regulations need to cover all of the same regulations identified in response to question no. 1, above? Response: No full-text or summary proposed State regulations are required. Question 3. The exact scope of documents now contained in the current MCREGIS is unclear. Please identify, by category, the title and format (i.e. Text, Word, PDF, other) of each of the documents in the current MCREGIS product. Response: As indicated in the PWS, the specific documents to be included in the future MCREGIS “documents section” will be determined by FMCSA and will vary from time-to-time. These include, for example, Federal Register notices regarding proposed and final Federal rules and exemptions, FMCSA policy letters and regulatory guidance, CVSA Out-of-Service Criteria, educational and technical assistance documents, tables of hazardous materials, rosters of Federal and State staff contacts, etc. These may be in any generally-accepted format such as text, Word, pdf, etc. Some of these documents may require modification by the vendor for § 508 compliance. No further responses will be provided prior to the close of this solicitation on July 21, 2009 @ 1300 Local.
