- Presolicitation notice has been changed to delete the following statement: THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912PB-09-T-0316. All interested parties are welcome to submit a bid. Under this solicitation, USAREUR/7A is procuring receipt, storage and issue services for bulk and retail Turbine Fuel, Aviation, JP8 (MIL-DTL-83133F); Retail Gasoline, Automotive (EN 228); Retail Diesel (EN 590) or any additional product designated by the contracting officer. This includes services for the operation, maintenance, security, safety, and environmental protection of Government the ground fuel facilities at MK Airbase, Romania. The capitalized USAREUR fuel facility on MK Airbase is being outsourced as a Government-Owned/Contractor-Operated (GOCO) facility. The Contractor will be responsible for operating and performing the operator/organizational maintenance on the facilities to ensure safe and accurate receipt, storage, transfer, issue, quality control, and accounting for Defense Working Capital Fund (DWCF) - ow ned petroleum products under their control. In addition, the Contractor will ensure all personnel are adequately trained to secure government furnished equipment and comply with environmental protection and safety directives. All Contractor personnel that have a direct interface with the customers must be able to speak, read, and write in English. Fuel Distribution service operators must possess a language proficiency level of I and Terminal Managers personnel meeting language proficiency level II IAW AER 690-70.
