- This project will provide an Army Reserve Center (ARC). Primary facilities include construction of an ARC Training Building, Area Maintenance Support Activity (AMSA), Organizational Maintenance Shop (OMS), unheated storage building, privately owned vehicles (POV) parking, and organizational parking. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, Heating, Ventilation, and Air Conditioning (HVAC), plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include paving, fencing, general site improvements, and extension of utilities to serve the project. The solicitation will include the following options: OMAR (funded after award); OMAR Bona Fide; Unheated Storage; and Washrack. The performance period is 430 days. Facilities must comply with DOD minimum antiterrorism force protection construction standards. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $33,500,000.00. The cost range is between $10,000,000 and $25,000,000. This is an UNRESTRICTED procurement. The proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) Source Selection Process with the following rated evaluation criteria: Prime Contractor Past Experience and Prime Contractor Past Performance. Site visit information will be provided in the solicitation document. A construction cost limitation will be provided with the technical requirements package. The approximate issue date is 14 August 2009 and approximate closing date is 15 September 2009, 2:00pm Eastern Time. Project documents will be issued via the web only. Downloads are available via the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov. Amendments will be available only through the FedBizOpps website. This is a Full and Open Procurement; however, in accordance with Federal Acquisition Regulation 19.307(b), this project requires the HUBZone 10% price evaluation preference. This announcement serves as the advance notice for this project.
