Description
The United States Department of Energy, National Nuclear SecurityAdministration (NNSA), Office of Business Services is contemplatingnegotiatinga sole source contract for packaging and transportation technical supportservices with EnergySolutions Federal Services, Inc., Richland, Washington, under the authority of 10 U.S.C. 2304(c)(1), and pursuant to FAR 6.302-1(a)(2).The Office of Business Services anticipates that this effort will beavailableonly from the original source. This is predicated on substantialduplication ofcost to the Government, which is not expected to be recovered throughcompetition. EnergySolutions Federal Services, Inc., has been providing the needed support of the NNSA radioactive materials Packaging Program for thelast14 years up to the present as a subcontractor to Fluor-Hanford, Inc., underacontract written with the DoE Richland Operations Office. EnergySolutionsdeveloped, maintains, updates and upgrades the DoE/NNSA web-basedExplosivesClassification Tracking System (ECTS). EnergySolutions also develops andprovides programs used to analyze hazard classification data.EnergySolutionsperforms Critical Technical Reviews, uses critical analytical tools withprovenexpertise to complete reviews of NNSA Safety Analysis Reports for Packaging (SARPs) and Transportation System Risk Assessments (TSRAs) and performsConfirmatory Analyses in support of the NNSA's Office of Technical Services (OTS) Radioactive Materials Packaging Program. The applicable NAICS codeforthe proposed acquisition is 541330. Interested parties may provide evidenceoftheir capability to accomodate this requirement and must respond by July21st,2009, 4:00 P.M. (MST). Responses should be submitted to Mr. Larry P.Veltman,Contract Specialist, National Nuclear Security Administration, Office ofBusiness Services, Field Acquisition Department, P.O. Box 5400,Albuquerque,New Mexico, 87185; or via E-Mail at LVeltman@doeal.gov. Responses to thisnotice, if any, must show clear and convincing evidence that competition is attainable and more advantageous to the Government. This 'Notice of Intent'tosole-source is not a request for competitive proposals. A determination nottocompete this proposed contract action is solely within the discretion andauthority of the Government. Information received will normally beconsideredsolely for the purpose of determining whether to solicit this requirementas a'full & open' competitive procurement. No reimbursement for any costsassociated with providing capability statements will be provided by theNNSA.
