REQUEST FOR INFORMATION/SOURCES SOUGHT SYNOPSIS Combined Mishap Reduction System (CMRS) Contracting Office Address: 377 CONS/LGC Operational Contracting Squadron 2000 Wyoming Blvd, SE Bldg 20604 Kirtland AFB, NM 87121 Description: REQUEST FOR INFORMATION/SOURCES SOUGHT: This is an announcement for information and planning purposes. The synopsis does not constitute a Request For Proposal (RFP), Request For Quote (RFQ), or Invitation For Bid (IFB). Potential offerors should submit a Statement of Capability (SOC) that addresses the offeror's ability to provide a system meeting the requirements below. IAW 15.201(e) Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The US Department of Defense (DoD), Air Force Safety Center (AFSC) is seeking potential sources to provide a commercial off the shelf (COTS) system that identifies high-risk practices, procedures, conditions, and attitudes before accidents occur, and provides paths to mitigate them by synthesizing this data into a mishap reduction system called the Combined Mishap Reduction System (CMRS). Furthermore, the contractor's proposed CMRS must be able to use current DoD programs, databases, processes, or provide functional links to them to assimilate data and reports. The proposed system must be easily compatible, easily upgradeable, and able to share data with sister services (Army, Navy, and Marine Corps). Additionally, the proposed CMRS must be adaptable to changes in surveys, reporting and metadata. Furthermore, the system must use the DoD's Human Factors Taxonomy, currently, the DOD Human Factors Analysis and Classification System (DoD HFACS). The assessment tools utilized by the proposed CMRS shall meet accepted scientific standards in both reliability and validity. For reporting requirements, the proposed CMRS will provide reports from both the unit and command level, pushed rather than requested by the intended end-user. The contractor's system will also be required to provide an easily understood and trainable system to perform pull data mining. The contractor will be required to take requirements from the joint service systems user configuration control board (CCB), update progress and report using CCB identified metrics to the same board. The contractor must meet the needs for a DoD web site, and certification is required. Furthermore, the contractor must comply with the Federal Information Security Management Act (FISMA) and the DoD Information Assurance directives. The proposed CMRS must also maintain an archive for surveys, information, and risk analysis tools. An additional requirement is that the contractor provides expert interpretation for survey results and quality control of mishap interventions. Finally, all reports provided by the contractor's proposed CMRS must be configurable to provide data for expert analysis as well as to inform commanders. Ultimately, CMRS must be capable of fusing and reporting the collected data in an easily understood format. The CMRS system will be open source and compatible with current technologies for data extracting, mining, reporting, and be web-enabled and capable of fusing with other data through web services and common COTS or Open Source based business intelligence tools. In addition, it should be easily adaptable into a Service Oriented Architecture. The software must also support the DoD net-centric policy, specifically, Net Centric Enterprise Services (NCES) that includes security service, content discovery, and content dissemination. The proposed CMRS system should include all accessories needed to implement the system, to include a test plan for development, training, and integrating the system. The proposed test plan must contain milestones for an initial operating capability and a follow on plan for full operational capability. The proposed CMRS must be a commercial off the shelf item, which has been tested and used in the field under operational conditions for a minimum of 3 months. The contractor must also affirm whether their proposed software has a Capability Maturity Model Integration (CMMI) Level 3 (Defined) or higher. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). The Safety Center envisions a briefing to industry prior to release of the RFP to ensure offerors have an opportunity to comment on the proposed evaluation factors, and to answer all questions, which will subsequently be placed online. Firms responding to this announcement should include company name, point of contact, address, system description, technical information, number of months used in field operations, and a rough order cost estimate based on systems delivered in 2009 or 2008. Please limit responses to no more than 25 pages. SOC's may be submitted to PCO noted below. Responses must be received no later than close of business (COB) July 28, 2009.
