Description
Applied Technology for Landing Systems (ATLAS) Pre-solicitation Notice This publication places prospective on notice (refer FAR 5.204) regarding the Air Force's intent to solicit proposals for its Applied Technology for Landing Systems (ATLAS) project. (a) The 417th Supply Chain Management Squadron (SCMS) located at Hill AFB, UT has (sustainment) engineering cognizant authority over landing gear systems and will provide engineering support for the contemplated acquisition. The 448 Supply Chain Management Group (SCMG) (6050 Gum Lane - Bldg. 1215; Hill AFB, UT 84056) will provide contracting support for the contemplated acquisition. ATLAS's objective is to obtain engineering services in specific landing gear functional categories including: (1) landing gear structures; (2) rolling stock; (3) antiskid systems; (4) materials development/characterization; (5) processes; (6) business data (e.g., mgmt. of systems integration). (b) Engineering services generally include: (1) diagnosing root cause(s) of observed problems; (2) considering possible solutions and recommend a prescription; (3) conducting research to facilitate sustainment improvements; and, (4) planing the fielding and integration of improvements. (c) The Air Force's point of contact for the contemplated acquisition is Captain Steven Vanden Bos who can be reached by phone (801.775.2659) or by email (steven[dot]vandenbos[at]hill[dot]af[dot]mil). The anticipated Solicitation number for the contemplated Request for Proposals (RFP) is FA8251-09-R-80915. (d) Prospective offerors should review this publication periodically for information/updates regarding ATLAS. A Draft Solicitation may be published under this Notice for prospective offerors to review and comment upon. In any event a Solicitation's expected to be published under this Notice on-or-about July 30, 2009 (open for approximately 30 days) to August 30, 2009. (e) The Air Force anticipates awarding up to (3) Indefinite Delivery, Indefinite Quantity (IDIQ) contracts as a result of the (anticipated) Solicitation; however, reserves the right to award more, or less (including none) as a result of its Solicitation. An award decision is currently forecast for mid-December 2009. The performance period for the contemplated contract is for a basic period of two-years and two one-year options, resulting in a possible performance period of four-years. The maximum order ceiling will be (FAR 16.504(a)(4)(ii)) $48,000,000. (f) The anticipated Contract Line Item Number (CLIN) schedule is given by: C/SLIN Description Basis 0001 Base Period (2-yrs.) (Info) 0001AA Eng. Svs. by FLLHR (firm fixed price) 0001AB Material and Travel (cost reimbursable - no fee) 1001 Option Period One (1-yr.) (Info) 1001AA Eng. Svs. by FLLHR (firm fixed price) 1001AB Material and Travel (cost reimbursable - no fee) 2001 Option Period Two (1-yr.) (Info) 2001AA Eng. Svs. by FLLHR (firm fixed price) 2001AB Material and Travel (cost reimbursable - no fee) (g) Place of performance will be identified in subsequent RFP's under the contract. (h) Full and Open (FAR - Subpart 6.1) competition procedures will be utilized (note that the assigned NAICS is 541330 having a size-standard of $27M). The procedures established in FAR-Part 15 Contracting by Negotiation will be utilized to determine which offeror(s) represent the Air Force's best value (FAR 15.101). (j) One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements (FAR - Subpart 25.4). (k) All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. (l) This acquisition will not be set-aside (FAR - Subpart 19.5); however will include a Small Business Sub-contracting Program (FAR - 19.7) participation requirement of 18-percent for concerns not representing small business interests (FAR - 19.1).
