- SPAWARSYSCEN Atlantic intends to issue a sole source contract, in accordancewith FAR 6.302-1, only one responsible source, to Sierra Nevada Corporation(SNC) 444 Salomon Circle, Sparks, NV 89434, for the continuation of the Multi-Sensor Detect Sense and Avoid (MSDSA) Research Program, which was initiatedunder Contract N65236-07-D-5880 task order 0041. Phase II and III willfurther the prototype development of a radar to avoid all intruders, in allweather, on and off the ground, conducted under Phase I of the MSDSAprogram for Unmanned Aircraft Systems (UAS). The services to be providedinclude completion of prototype development and testing, investigations ofscalability, and certification within the National Airspace System (NAS).SierraNevada is the only responsible source because the GOvernment does not havedata rights to the computer softwafe/source code used in the devlopment ofthe prototype. This information is required in order to complete phases twoand three. See attached draft SOW. A Cost-Plus-Fixed-Fee, Indefinite Delivery/Indefinite Quantity contract isanticipated for a base period of one-year and four one-year option periods.The applicable North American Industry Classification System (NAICS) Code is541712 and the size standard is 1000 employees. This notice of intent is not arequest for competitive proposals. Any questions relating to this announcementor interested party inquiries are due in writing no later than fifteen (15)daysfrom the date this notice is published.
