- Description
- NASA, Goddard Space Flight Center, (GSFC) is planning to procure annualmaintenance, technical support and lease from ESI Group for VA One Vibro-Acoustics,AutoSEA and Hybird analysis tools. This procurement will ensure that NASA receives theappropriate technical enhancements and technical support for the VA One software. The VAOne is the only simulation solution that covers the complete spectrum of vibro-acousticanalysis. The software enables optimal noise and vibration performance to be accountedfor at the design stage, and ensures that noise and vibration specifications can be metwithout adding extra cost and weight. NASA Goddard has leased the VA One vibro-acousticanalysis software for many years from ESI Group. It is in the best interest of the government to continue using the ESI Group because theyare only vendor that can provide the technical enhancements and support for the VA Oneacoustic software.NASA GSFC intends to issue a Sole Source Procurement to ESI Group to purchasemaintenance, lease, and technical support. This procurement is being conducted under the Simplified Acquisition Procedures (SAP).The authority is FAR 6.302-1(a) (2) only one responsible source.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing, by FAX or E-Mail, to the identified point of contact not later than11:00 a.m. (EST.) on July 21, 2009. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.
