THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W911QY09R0045. The US Army RDECOM Contracting Center, Natick Contracting Division, Natick, MA on behalf of the Spatial Orientation Center (SOC) at the Naval Medical Center, San Diego has a requirement for R&D services providing in situ brain slicing techniques on rodent models for auditory/neurobiological research. The contractor will use commercial techniques to perform surgical preparation of brain slice/perfusion and implantation of pump-catheter system devices and use middle ear strategies to deliver pharmacologic agents or gene carriers into the inner ear for restoring, repairing or renewal of sensory tissues to return or recover function. The contractor will also serve as an investigator and project leader in DoD and other granting agency-sponsored research and in other SOC areas of research investigating novel therapies to prevent and/or restore neurological function in small animal models after blast overpressure and military type of noise exposures. Minimum requirements include experience with commercial brain slicing techniques in a rodent model, PhD in Auditory Science, Life Sciences, Animal or Human Physiology or a Medical Degree preferably in the specialty of Otolaryngology, proficiency in audiologic and electrophysiological testing such as auditory brainstem response (ABR), otoacoustic emissions measurements (OAE), vestibular evoked myogenic potential (VEMP) and neurological including brain slice technology to determine small animal physiological, neurochemical and functional responses, proficiency in computer software for word processing, graphic productions, database management, and mathematical and statistical analysis (e.g. Sigma Plot and Sigma Stat or equivalent statistical software), and publication of at least 3 articles (authored or co-authored) in a peer-reviewed journal or as military technical reports within the area of prevention and treatment of NIHL or brain/neurological research. This effort is an Office of Naval Research-sponsored program. On-site daily support will be required. Relocation expenses may be considered and are subject to FAR Part 31.205-35. A Firm Fixed Price contract is anticipated. The government anticipates a one-year base period, with four one-year option periods. The estimated start date is August 2009. This procurement is 100% set-aside to small businesses. The small business size standard for this procurement, under NAICS Code 541690, Other Scientific and Technical Consulting Services, is a firm having an average annual gross revenue over the last three accounting years of less than $7M. The government anticipates the solicitation document will be released on or about July 14, 2009 and will close August 14, 2009.
