Description
This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This is in support of information only market research. Contractors responding to this shall submit the following information to Contract Specialist Kyle Krieman at kyle.krieman@travis.af.mil. I can also be reached at 707-424-7722. The purpose of this Sources Sought Synopsis is to determine if there are any businesses available who are capable of performing the effort described herein. The David Grant Medical Center (DGMC) at Travis Air Force Base is seeking sources to provide the following: Independent Anesthesiology Services. Contractor’s employees shall have the education, training and licensure, certification and experience necessary to provide services. See attached position description requirements and duties. Response Date: 4:00 pm PST on Monday 20 July 2009 Required Submittal: Contractors must submit, by the due date listed above, the following: 1. A brief introduction into the company, including CAGE Code, business size and a summary of related capabilities information based upon the contract experience with Government or commercial customers listed below. 2. A summary of relevant contract experience, include a reference to the contract number, magnitude, place of performance, and points of contact for each example provided (name of the point of contact, address, e-mail, telephone number, fax number, and company's web page, if applicable). Submitted information shall be UNCLASSIFIED. 3. Evidence that items provided will be commercial, non-developmental in accordance with FAR Part 12. Reference http://farsite.hill.af.mil/vffara.htm 4. Any other information you think we need to evaluate your capabilities. Any information submitted by respondents to this synopsis is strictly voluntary. The Government shall not reimburse the respondents for any costs associated with their response. This synopsis does not constitute a Request for Proposal (RFP) nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided. Experience Documentation: The vendor shall provide a summary of experience, within the last 3 years, on performance and current customer operations for provided independent Anesthesiology services. As a minimum, the summary shall include the following information for the projects proposed as relevant experience: Customer Company Name Installation Location Date of Customer Acceptance Is the service still in use? Name of Customer Contact Telephone and Fax Number of Customer Contact E-mail of Customer Contact The Government reserves the right to contact additional customers to obtain information that will be used to evaluate the vendor’s experience. ANESTHESIOLOGIST 1.QUALIFICATIONS 1.1Current board certification by the American Board of Anesthesiology or the American Osteopathic Board of Anesthesiology. 1.2CPR, BCLS, and ACLS certification must be obtained through the American Heart Association and/or Red Cross approved training program. 2.SPECIFIC TASKS The duties include but are not limited to the following: 2.1The anesthesiologist shall perform essentially the same duties as those required of any Medical Corps Officer or government Civil Service physician of similar experience and in similar duty assignments. Services include, but are not limited to: 2.2The anesthesiologist shall be qualified to provide routine and emergent anesthesia care for neonatal through geriatric patients with American Society of Anesthesiologists (ASA) classifications I - VI. 2.3Specifically, the anesthesiologist shall provide regional and/or general anesthesia care for the following subspecialties: general surgery, obstetrics, gynecology, cardiothoracic, vascular, adult dentistry, pediatric dentistry, otolaryngology, neurosurgery, urology, ophthalmology, oral surgery, orthopedics, plastic surgery, podiatry, and dermatology. 2.4The anesthesiologist shall also provide resuscitative care during a cardiopulmonary arrest, and sedation or general anesthetic care at remote locations. 2.5The anesthesiologist shall personally provide this care, or he/she shall supervise the simultaneous delivery of anesthesia care by up to four certified registered nurse anesthetists (CRNAs); administer anesthesia in lieu of CRNA to patients whose condition poses a particular anesthetic difficulty. 2.6Administer appropriate diagnostic and therapeutic nerve blocks in the treatment of acute and chronic pain. 2.7Oversee the activities of the recovery room and administer appropriate drug and respiratory therapy in the recovery room setting. Implement the proper use of mechanical ventilators in the recovery room, and as necessary, in the intensive care units. 2.8Provide consultation regarding preoperative preparation, intra and postoperative anesthetic management, and treatment of chronic pain patients. 2.9The anesthesiologist shall consult with other members of the Local MTF medical and nursing staff to provide quality perioperative care. 2.10The anesthesiologist shall document his or her medical care in accordance with Local MTF regulations, Air Force Instructions (AFI), and the standards established by the American Society of Anesthesiologists. 2.11The anesthesiologist shall continue to provide ongoing anesthesia care until he or she is relieved by a qualified anesthesiologist or certified registered nurse anesthetist. 2.12The anesthesiologist shall attend monthly Anesthesiology Department meetings (or Surgical Services Department meetings in the absence of an Anesthesiology Department), and quarterly MTF Medical/Dental Professional Staff meetings; if requested, the anesthesiologist will present medical lectures, lead discussions concerning medical topics, and teach students.
