Description
This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contracting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of The Family and Morale, Welfare and Recreation Command-Family Programs Directorate, intends to procure support services for Exceptional Family Member Program (EFMP) Respite Care Services using a HUB Zone certified small business set-aside or 8(a) small business set-aside. If at least two responsible HUB Zone certified small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 17 July 2009, the requirement will be solicited as a 100% set-aside for HUB Zone certified small business concerns. If two or more HUB Zone certified small businesses are not found capable, this requirement will be solicited as a 100% set-aside for 8(a) small business concerns. Only small businesses are to submit capability packages. Interested small businesses that are certified and qualified as a HUB Zone, or small business concern in NAICS code 624190 with a size standard of $7.0 million are encouraged to submit their capability packages. The capability package for this sources sought market survey is not expected to be a proposal, but rather statements regarding the companys existing experience in relation to the areas specified in the PWS. Capability packages must not exceed (insert the total number of pages) and must be submitted electronically. The capability packages must include the answers to the following questions: (1) Financial Capability-Does your firm have the financial capability to withstand a negative cash flow of $300,000 per month? (2) Past Performance - Does your firm have the relevant past performance within the last three years? (Include contract numbers, contract types, dollar values of each procurement, points of contacts, and brief descriptions of the work performed). (3) Corporate Experience - Does your firm have the work experience similar in nature, scope, complexity, and difficulty of work as provided in the PWS? (4) Has your company provided respite care services for Army special needs population (exceptional Family members) within the last three years? (5) Does your company have a network of respite care providers on board to provide one-on one respite care services to exceptional Family members within 24 hours of notice throughout the continental United States? (6) Is your company capable of developing, designing, and distributing respite care training materials for Army Exceptional Family Member Program Managers at Army installations? (7) Is your company capable of researching, developing, designing, and distributing a monthly newsletter focused on respite care? (8) Has your company identified special needs camps and enrichment programs for persons with disabilities by location, capabilities, requirements within the last three years? (9) Does your company have experienced management staff who are familiar with Army procedures for performing a Warm Hand-off to TRICARE and other services? Are they experienced in working with Army and civilian resources for exceptional Family members? To assist us in maintaining a list of interested HubZone certified small businesses for this potential procurement, please provide your companys name, point of contact (POC), address, phone number, and business size under the above NAICS code to Myla Gale at Myla.Gale@us.army.mil or alternate Geoffrey Gill at Geoffrey.Gill@us.army.mil. A Hybrid (Firm-Fixed price and Labor Hour) contract is anticipated. The anticipated period of performance will be 30 September 2009 through 29 September 2010 with four (4) one (1) year options. The place of performance will be CONUS and OCONUS. Contractor personnel will not require a current secret or top secret clearance. A written Request for Proposal (RFP) will be posted on or about 3 August 2009. The RFP must be retrieved and downloaded from CCEs homepage at: http://cce.hqda.pentagon.mil/rfp/rfp_1.asp select the desired RFP and click on the Process button. No hard copies of the RFP will be issued; all amendments will be posted and must be retrieved from this website. Responses to the RFP must be submitted by email to the POC identified below. No solicitation mailing list will be compiled. Contractors are responsible for all costs for submitting their capability packages.
