- PRE-SOLICITATION NOTICE. PROCUREMENT IS 100% SET-ASIDE FOR HUBZONE FIRMS. NAICS Code: 236220, Size Standard $33.5 million. PROJECT MAGNITUDE: Between $500,000,000 and $1,000,000. The Department of Homeland Security, Federal Law Enforcement Training Center, Glynco, Georgia, is hereby notifying interested vendors of issuance of RFP HSFLGL-09-R-00024, which includes construction services for the construction of the Naval Criminal Investigative Services (NCIS) Warehouse, Building 682 in accordance with the drawings and specifications to be provided with the request for proposal. This work is located at the Federal Law Enforcement Training Center (FLETC), Main Campus in Glynco, Georgia. The contract includes clearing the site and providing a pre-engineered metal building for a warehouse and incidental related work. The procurement uses Tradeoff methodology as outlined in FAR Part 15, based on trade-off between non-price evaluation factors and price, resulting in the Best Value to the Government. Criteria on which firms will be evaluated is detailed in the solicitation. The Government intends on award of a single firm-fixed price construction contract resulting from this solicitation. Detailed proposal submission requirements and the plans and specifications are posted for download through explicit access request only. Interested vendors shall register for explicit access in accordance with FBO direction, and upon notice of approval, may download the documents. The contractor is responsible for checking the Federal Business Opportunities website regularly for the solicitation and subsequent amendments. A pre-proposal site visit has been scheduled as noted in the solicitation.
