Description
The OEM is corrected as follows: This is a sole source requirement to the OEM, (cage code 82918) The Boeing Company, Wichita, KS... This is a sole source requirement to the OEM, (cage code 43999), McDonnell Douglas Corporation; a Wholly Owned Subsidiary of the Boeing Company at Long Beach CA., for sustainment engineering services in support of the weapon systems applicable to the AFGLSC 424th SCMS/GUEA. The weapon systems are the KC-135, B-1, B-52 and E-3 aircraft and the CALCM and ALCM missiles. The contract will consist of a one (1) year basic and four one year option periods for a period of five (5) years. The purpose of the potential contract is to acquire specialized engineering support for the various systems previously stated. Engineering Assignments may include analysis, development of technical reports, plans, recommendations, assistance in identifying, correcting and resolving technical issues, identifying and evaluating alternative solutions. The contractor will provide all materials and services required to efficiently manage and accomplish the required tasks. There are no qualification requirements. Line items will consist of one (1) Lot and will include time and material and firm fixed priced line items for Program Management, Technical Inquiries, Engineering Assignments and Data. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offers during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate governmental personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of the proposals or in the source selection process. Interested parties are invited to call the Ombudsman at 405-736-3273. DO NOT CALL THIS NUMBER FOR SOLICIAITON REQUESTS. Note 22 - The proposed contract action is for sustaining engineering services that the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested parties may identify their interests and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty five days after date of publication of the synopsis will be considered by the government. A determination by the government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note 26 - Based upon market research, the government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the government's requirement with a commercial item within 15 days of this notice.
