RESPONSES TO QUESTIONS: Question #1: Can we bid on one of the two classes or do we have to bid on both of them. Answer #1: Need to bid on both classes. Question #2: I am considering submitting a proposal for the subject solicitation, but because my company is relatively new in government contracting, we cannot furnish the past performance requirement as part of your Evaluation Criteria. My company, however, has been awarded a Blanket Purchase Agreement to teach writing skills, from the General Service Administration/FAS effective April 3, 2008. In addition, our senior consultant and trainer has a Ph.D. in English and has been teaching writing for over 30 years. She has taught a wide range of writing courses at a large University. Her references include the current Provost and Dean of the University...My question is, will our GSA-approval and these references suffice for your past performance requirements? Answer #2: All information provided will be considered when evaluating proposals. Question #3: Is this a new requirement? Answer #3: Yes Question #4: Do you have an incumbent? Answer #4: No Question #5: Will you pay travel from the Midwest? Answer #5: Everything is to be included in the price, that include travel expense Question #6: Will the instructor be able to use PowerPoint? Answer #6: Yes Question #7: If PowerPoint is unavailable, will an overhead projector be available? Answer #7: Yes Question #8: On the second page of the solicitation, it says "the instructor shall deliver course objectives, handouts, assessments, and certificates within FDA guidelines." What exactly do you mean by "certificates"? Answer #8: Sorry, no certificate is require. Question #9: Would it be possible for you to provide samples of bad writing and perhaps even bad grammar for critique during workshops? In the best of all possible worlds, the samples would come from the students and would reflect the problems that the FDA would like to have remedied. Also (in the best of all possible worlds) the samples would be in a variety of writing forms (correspondence, reports, articles, etc.) and would reflect a variety of writing errors. Answer #9: No, for confidential reasons, we will not be able to provide writing samples. Question #10: Please clarify what you mean by “The offeror's information SHALL NOT appear anywhere on or in the price or technical proposal.” Do you mean that the name of my company should not be in the price or technical proposal? If so, is it acceptable to just replace/hide the real name (for example, from ABC, INC. to XXX, Inc.). If not, how do you recommend this be addressed, particularly in the biographies/resumes? Answer #10: For administrative purposes, the respondants information shall only be listed on the cover page of the proposal. Resumes are the only exception. Question #11: I am a small, woman-owned business that specializes in business writing instruction and services, and I am interested in responding to your RFP. However, I do not have previous contracts over $25,000. Will that rule me out of the competition, even if I do have superior customer satisfaction, etc.? To enable responses from many small businesses (including new ones without a long track record), would you considering removing the $25,000 minimum contract limit? Yes, we will consider removing the $25,000.00 minimum limit from the contract Answer #11: The PAST PERFORMANCE EVALUATION CRITERIA HAS BEEN CHANGED TO THE STATETHE FOLLOWING "Offeror's shall submit a list and description of the last 3 contracts completed during the last three years. Offeror's shall be evaluated on (1) record of conforming to specifications and to standards of good workmanship; (2) adherence to contract schedules, including the administrative aspects of performance; and (3) reputation for reasonable and cooperative behavior and commitment to customer satisfaction." Question #12: When do you plan to award this contract? Answer #12: August Question #13: When do you plan to meet with the winning vendor prior to the first class (August 4-5) to review/tailor the materials, and to allow time for the materials to be modified, printed, etc. Answer #13: To be determined after contract award. If travel is a factor, we have do a conference call.
