Description
Question #1: In regards to solicitation 09-223-SOL-00147, is there an incumbent or a prior contractor who performed this or a similar oral training program for FDA? Answer #1: We have had many classes in the pass with various contractors. Question #2: May we submit the 6 additional copies by mail in paper form or must it be electronically via CD? Answer #2: Please submit by flash drive, hardcopies or burned CD. Question #3: In Factor # 3: Past Performance, the solicitation states that offerors must submit information on the last 3 contracts (minimum of $25.000 each). Does this mean that contracts for an amount less than $25,000 are not accepted? Yes This would seem to mean that only those businesses whose contracts are for $25,000. or more are eligible for this contract. Only one of our examples of Past Performance was a contract for over $25,000. We have several examples of past performance of the type requested in this solicitation that were for amounts less than $25,000. Answer #3: THE PAST PERFORMANCE EVALUATION FACTOR HAS BEEN CHANGED TO THE FOLLOWING: "Offeror's shall submit a list and description of the last three contractscompleted during the past three years. Offeror's shall be evaluated on (1) record of conforming to specifications and to standards of good workmanship; (2) adherence to contract schedules, including the administrative aspects of performance; and (3) reputation for reasonable and cooperative behavior and commitment to customer satisfaction." Question #4: Will the Oral Communications Training procurement be a total set-aside for small business? Answer #4: Yes Question #5: To clarify: for this solicitation all of the trainings are for participants with English as second language correct? Answer #5: No, these training are for our entire staff who desire to take the training, but we have a large number for staff for whom English is a second language.
