- This solicitation is being advertised on an UNRESTRICTED basis inviting full and open competition. The applicable NAICS Code is 325120 and the corresponding size standard is 1,000 employees. The scope of work will include the uninterrupted delivery of LPG to various locations on the island of Oahu, the rental of Contractor owned pressurized tanks, and compliance with mandatory Government inspection requirements for all tanks, both Contractor-owned and Government owned. Questions shall be submitted in writing to: Alana.chun@navy.mil. Questions submitted 10 days prior to closing date may not be addressed, therefore offerors are advised to submit questions as soon as possible. The basis of award is to the responsible offeror whose proposal conforming to the solicitation represents the technically acceptable, lowest price offer. Multiple awards may be made by Lots. The anticipated contract term is a base period of 12 months with four (4) one-year options. The Government intends to award a contract without discussion therefore the offeror's initial proposal shall contain its best terms. The Government also reserves the right to conduct discussions if deemed necessary. The solicitation will be available on or after 27 July 2009 on the following website: http://www.neco.navy.mil. All amendments and notices shall be posted to this website. It is the offeror's responsibility to check the website periodically for any amendments or notices to this solicitation. Note: All questions must be submitted in writing to: Alana.chun@navy.mil. Please clearly indicate your company name, paragraph, page number of the specification, email, phone and fax number. Responses to questions are not considered changes to the RFP as the only way the RFP can be modified is through an amendment that will be issued on the website.
