Description
NAICS Code: 541511 The U.S. Environmental Protection Agency (EPA), Emergency Response Team in Erlanger, Kentucky in accordance with Federal Acquisition Requlation (FAR) Part 13, Simplified Acquisition Procedures, intends to award a sole source purchase order to Reasearch Systems, Inc alsodoing business as ITT Visual Inormation Soultions for the purchase of one (1)ENVI+IDL Windows Node Locked License. The ENVI software is used for digital processing of the agency's chemical detection and imaging capabilities on the Airborne Spectral Photometric Environment Collection Technology (ASPECT). The ASPECT aircraft was recently equipped with radiation detectors which require similar processing requirements as the chemical and imaging capabilities. A new member of the ASPECT team needs this software to be able to independently process radiation data and write IDL (interactive data language) algorithms for radiological missions. The ENVI software is based on IDL and is the only language with the existing software used by the ASPECT program. Using another software or programming code would incur substantial costs to reprogram, test, and validate the code. ENVI+IDL software also provides a continuity of operations for the team and improves the agency's "reach-back" capacity for the program. The National American Industry Classification Systems (NAICS) code for this requirement is: 541511. The EPA has only one known source for the procurement that is in the government's best interest.
