Description
SYNOPSIS DESCRIPTION:The Veterans Integrated Service Network (VISN), VISN 19 intends to solicit Federal Supply Schedule (FSS) sources to provide a Clinical Information System (CIS) located at five (5) VISN 19 VA Medical Center (VAMC) facilities located in the following cities: VAMC Denver, CO; VAMC Grand Junction, CO; George E. Wahlen VAMC Salt Lake City, UT; VAMC Cheyenne, WY and VAMC Fort Harrison, MT. This acquisition shall be conducted through full and open competition and shall result in a single award of a firm-fixed price contract to the offeror whose proposal is most advantageous to the Government, technical, price and other factors considered. This acquisition is being synopsized under the North American Industry Classification (NAICS) code 541511, Custom Computer Programming Services. The solicitation will be issued via the FedBizOpps at http://www.fedbizopps.gov/. Telephone requests will not be accepted. All interested parties must register on the FedBizOpps site in order to receive notification or changes and/or new postings to the solicitation. There will be no further pre-announcement of when the solicitation will be posted, however, the issuance date is anticipated on or around July 17, 2009 with a closing date of August 18, 2009. All potential offerors are reminded that in accordance with FAR 52.212-4(t) all contractors are required to be registered with the Central Contractor Registration (CCR) database in order to conduct business with the Federal government. Lack of registration in the CCR database will make an offeror ineligible for award. The website is located at http://www.ccr.gov/. Each Offeror must have a regularly established firm in the business called for, who are financially responsible, and able to show evidence of their reliability, ability, experience, facilities and personnel directly employed by them to render prompt and satisfactory service. Contractors that can meet the requirements of the RFP are requested to take into consideration the complexity and extent of the services to be performed for this VISN wide procurement. Contractor shall be responsible to provide all services associated with the furnishing and installation of this system. Contractor shall provide the most efficient means of optimizing training, system maintenance, and data exchange within each facility in the VISN. The Contractor will be required to acknowledge that he/she understands the VISN has substantial interface requirements between the vendor's Clinical Information Systems (CIS) and the VHA hospital information system (VISTA). This is a critical component of this project. Offerors must also be able to provide the defined required interfaces for a complete turn-key project. The CIS Contractor will be required to have a VistA testing environment, QA staff, and provide installation, training and support of the CIS / VistA interface. (DSS, FL, will provide the development environment, testing support, and specifications required for the CIS/VistA interface. DSS Contact Information: 561-227-0207). Further, the Contractor will be required to extract extensive clinical and administrative data from the CIS to be imported into an Analytics database, provided by Solution Analytics (Contact Info: 703-351-5090). The Contractor will be required to identify the status of their CIS / VistA interface and Analytic export Certifications, Licenses and Accreditations that are applicable to the type of services being provided. Type of licenses required for the Intensive Care Unit (ICU) Clinical Information Systems (CIS) shall include an unlimited, non-exclusive, non-transferable perpetual license for each facility in the VISN. Notwithstanding, the new CIS system shall allow for future expansion due to the anticipated and changing needs within the VISN. The system shall allow for the addition of future CIS systems such as the OR, other CCU's, or ARK, enabling them to pass data to one another to create electronic perioperative-critical care documentation.
