- The Middle Rio Grande Endangered Species Collaborative Program (Program) through the Bureau of Reclamation has an upcoming requirement for the evaluation of current fish community sampling techniques, designing a study to evaluate sampling gears, and calibrating selected sampling techniques for overall catchability of silvery minnows and other small riverine fishes. Evaluation criteria for award consideration, listed in descending order of importance, will include technical capability, past performance on similar or comparable projects, and price. Technical capability and past performance when combined are significantly more important than cost or price. Request for Proposal No. 09-SP-40-8310 using procedures prescribed by FAR Part 12 - Acquisition of Commercial Items in conjunction with FAR Part 15 - Contracting by Negotiation will be posted on or by July 20, 2009. Thereafter, the full solicitation package may be accessed via link to this synopsis at www.fedbizopps.gov, or directly at http://ideas.nbc.gov. This solicitation is unrestricted. NAICS is 541690. PSC is F103. Prospective offerors must be registered, and must maintain an active registration, in the Central Contractor Registration database found at http://www.ccr.gov.
