Description
The Department of Housing and Urban Development (HUD) intends to procure the services of a company to successfully develop a physical inspection protocol, as identified in the May 2008, HUD Office of Inspector General (OIG) report, to ensure that HUD’s Section 8 Housing Choice Voucher (HCV) Program provides decent, safe and sanitary housing at an affordable cost to low-income families. The contractor will primarily be tasked with a) performing a comprehensive review of (1) HUD’s current Housing Quality Standards (HQS); (2) Inspection Form; (3) Inspection Checklist; (4) Public Housing Agency Administrative Practices Handbook; (5) Housing Inspection Manual; (6) Housing Choice Voucher Program Guidebook; (7) HUD/Real Estate Assessment Center’s (REAC) current Uniform Physical Condition Standards (UPCS), and (8) other pertinent documents to determine whether the HQS and inspection documents can be improved; b) providing recommendations for improvements to existing documents or explain how compliance with standards can be determined; and c) developing a quality control review methodology and scoring system for HUD to utilize in assessing Public Housing Agencies’ (PHAs) performance in applying the improved or new standards. The period of performance for completing all of the project management activities and the detailed tasks below under this SOW is for one year, with one, 12 month option. HUD intends to competitively procure these services. At this time HUD has not determined whether to solicit the service as a small business set aside or on an unrestricted basis (i.e. all business types) FAR Part 15. A decision will be made after reviewing the responses to this notice. Interested vendors shall provide a detailed capability statement that would allow the government to determine that they have the expertise, experience and knowledge to perform the requirements. Submissions shall address the following; 1)Working knowledge of the following industry groups: --Public Housing Authorities Directors Association (PHADA), --National Association of Housing and Redevelopment Officials (NAHRO), -- National Leased Housing Association (NLHA), -- National Low Income Housing Coalition (NLIHC), -- International Property Maintenance Code, or any other protocols or codes that the Contractor has reviewed; 2)Demonstration of experience in the development, implementation, and execution of a detailed Quality Control Plan (QCP). 3)Evidence of knowledge, experience, and expertise working with the Section 8 HCV program and HQS regulations at 24 CFR 982.401. 4)Provide examples of experience in the development of a methodology and scoring systems utilized in revising or updating standards and policies. 5)Provide evidence of experience in the application of revising or developing new standards, inspection documents, and training support products and services. For purposes of determining size status, NAICS code 541611 with $7M in annual receipts will be used. Interested large businesses must express intent to subcontract at least 40% of the work to small businesses, in accordance with HUD’s established goals for small businesses participation in procurement. Do not submit a company overview or unnecessarily elaborate materials; they will be discarded and not considered in making the set aside decision. Be concise and succinct; submissions exceeding 7 letter-size pages when printed will not be reviewed. HUD does not maintain a vendor mailing list; the final solicitation will be issued via FedBizOpps. Interested parties must respond no later than 4:30 MST on July 27, 2009.
