Description
This is a combined synopsis/solicitation prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being accepted and a written solicitation will not be issued. The solicitation is issued as a Request for Quote (RFQ); solicitation number is H92244-09-T-0267, and a firm fixed price contract is contemplated. In this solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-34 effective 1 July 2009. The North American Industrial Classification Code (NAICS) 611699 applies to this procurement with a business size standard of $7 million. This procurement is a 100% Small Business. The DPAS rating for this procurement is DO-S10. All responsible sources may submit a quote which shall be considered by the agency. The Naval Special Warfare Development Group (NSWDG) has a requirement to procure the following: Section B Schedule of Supplies and Services Clin 0001 Tactical Swimming Course of Instruction (COI) in accordance with the specificiations identified in Section C. Period of Performance: 27-30 July 2009; Number of Students: Up to forty (40) students; Location: Dam Neck Naval Base Swimming Pool, Virginia Beach, Virginia. QUANTITY 1 Week Clin 1001 OPTION Tactical Swimming Course of Instruction (COI) in accordance with the specifications identified in Section C. Period of Performance: To Be Determined (TBD); Number of students: Up to forty (40) students; Location: Dam Neck Naval Base Swimming Pool, Virginia Beach, Virginia. QUANTITY 1 WEEK CLIN 2001 OPTION Tactical Swimming Course of Instruction (COI) in accordance with the specifications identified in Section C. Period of Performance: To Be Determined (TBD); Number of students: Up to forty (40) students; Location: Dam Neck Naval Base Swimming Pool, Virginia Beach, Virginia. QUANTITY 1 WEEK Section C Description Specifications : Contractor must be able to show an average efficiency improvement of almost 20%. This is accomplished by measuring the time stroke count and heart rate of all participants which results in a decrease of the numbers by almost 20% when measured both at the beginning and end of the week. Course will focus on underwater recovery stroke with and without loads and with and without fins. The course must focus on the following: (1) improvement of the students overall efficiency in the aquatic environment; (2) contractor must teach and explain fishlike swimming, how to measure efficiency using heart rate and stroke count and time for any distance swim. At the conclusion of the course, the students should have a basic knowledge of how to measure efficiency, how to self-monitor during the swim, how to implement swimming techniques, basic workouts, incorporation of longer swim strategies, and be confident in swimming sidestroke and other strokes with and without gear. Level of experience for NSWDG students ranges from beginner to Division One collegiate swimmers, therefore, the contractor must have the ability to teach individuals of all skills levels including the following: *several years of national level competitive swimming *multiple years of coaching and/or consulting military units on combat sidestroke with/without equipment *several years of coaching and/or consulting basic through advanced level students in the pool and in the open water. Instructor Qualifications : *Desire the experience training Special Operations Forces (SOF) and/or federal/state/municipal law enforcement and/or college level or pro-or olympic/tri-athlete/level swimmers. *Must possess the ability to identify the skill level of the students and correct teaching mechanisms to produce approximately 20% increase in the students ability to get more out of their strokes, to swim faster and more fluidly while exerting less energy. *Desire the tips, tactics and techniques to teach individuals how to swim for open water/long distance swimming. Deliverables : *Contractor must videotape the tactical swimmer course of instruction and provide it to the government upon completion of the contract. *Course tests and statistics showing an average efficiency improvement of almost 20%. The following factors shall be used to evaluate offers: Technical Capability, Past Performance and Price. Technical Capability and Past Performance when combined with price, are relatively equal to price. Award will be made based on best value to the government. •(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). •(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
