Description
The Naval Air Warfare Center Training Systems Division (NAWC TSD) is in the beginning stages of forming an Acquisition Strategy and seeking potential sources which may be interested in providing a learning analysis for the Department of Defense’s (DoD) Defense Support of Civil Authorities (DSCA) course. This course is administered by the US Army North G7, located in San Antonio, TX. The requirement will be to apply instructional systems design (ISD) principles to existing DSCA briefing materials to develop learning objectives with appropriate, measurable outcomes. These will include terminal learning objectives (TLOs), enabling learning objectives (ELOs), and clearly defined exit criteria for the course, as well as recommendations for learning strategies used for converting the existing policy briefings into formal training. This course focuses on providing training to senior military officers and DoD civilians and their staff to ensure the DoD’s readiness in responding to and supporting Homeland Defense and Civil Support missions. DoD DSCA course attendees are introduced to national, state, local, and DoD statutes, directives, plans, command and control relationships, capabilities and interagency cultures and interactions during disaster and emergency response. Much of the existing course material centers on presentation of policy and creation of attitudinal awareness of relationships and interactions between government agencies during disaster response. The period of performance for this requirement will be limited to not more than six (6) months. It is expected that a Firm Fixed-Price (FFP) single award contract will result from the request for proposal (RFP). The potential solicitation for this requirement is projected for release in August 2009. This notice is for information and planning purposes and is not to be construed as a commitment by the government. This is not a solicitation notice for proposals. No contract will be awarded from this notice. The purpose of this posting is to determine if there is enough interest in this contracting opportunity for it to be awarded to a HUB Zone or 8(a) business concern. Responses will be accepted from qualified HUB Zone or 8(a) small business concerns only. Responses should include a narrative identifying the scope of past and present (within last 3 years) relevant experience on similar contracts, indicating if it was in the USA or foreign country (include dollar value, complexity and point of contact), and a description of capabilities to perform the subject effort. Potential sources must identify their business type (in this case HUB Zone or 8(a)). For purposes of reporting business size, the applicable North American industry Classification Systems (NAICS) Code for this requirement is 611710 with a size standard of $7 million. Brevity of extraneous information is desired.
