- Description
- NASA/HQ plans to issue a Request for Proposal (RFP) for Sponsored Research andEducation Support Services during the fourth quarter of the Government's Fiscal Year. This notice is being issued to notify potential Offerors that a draft RFP has been issuedtoday and the documents are attached to this synopsis.The contractor will manage, be responsible for, and provide database management supportto all organizational components of NASA Headquarters in support of the Agency'ssponsored research and education outreach process. The contractor will supporteducation/outreach initiatives that provide opportunities for participating in NASA'sresearch programs to minority institutions, such as Historically Black Colleges andUniversities (HBCUs), Hispanic Serving Institutions (HSIs), and Tribal Colleges; supportactivities ancillary to soliciting research objectives; review and evaluate ongoingenterprise research programs to determine their effectiveness and relevance to NASA'smission; operate, maintain, and develop enhancements to an end-to-end web-basedelectronic system that supports the submission, evaluation, and selection of researchproposals; andmonitor grant progress and track grant funding. The NAICS Code and Size Standard are 561110 and $7 million, respectively. This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government, nor will the Government pay for any information submitted.This requirement is accepted for inclusion in the Small Business Administration's 8(a)Business Development Program. The competition is restricted to eligible Participantsunder the program and joint ventures entered into by eligible participants that areapproved by the Small Business Administration.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/HQBusiness Opportunities home page ishttp://nais.msfc.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=04 In addition NASA has established a bidders library consisting of auxiliary informationabout the requirement that Offerors may find useful in understanding NASA and SRESS. It isthe Offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential Offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any). Any referencednotes may be viewed at the following URLs linked below.
