Description
TITLE: PROJECT # SPBN079049 Digital Ground Station,Otis ANG (Air National Guard) Base, Massachusetts. The solicitation will be available from National Guard Bureaus Business Opportunities Website for Electronic Business Solicitations (EBS) on-line at http://www.nationalguardcontracting.org/EBS/AdvertisedSolicitations.asp. All requests for solicitations shall go through the EBS site. Interested bidders are required to register on the EBS website to access/download the solicitation. Clicking on the solicitation number link will start the registration process. The solicitation, specifications, and associated information minus the plans will be available only from the EBS website. The plans will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. Interested bidders are required to register on the FedBizOpps website to access/download the plans and specifications. Registration information is available on the FedBizOpps homepage. DESCRIPTION OF WORK: The Contractor will provide all plant, labor, supplies, materials, equipment, transportation and supervision necessary to perform all work required in strict accordance with the detailed requirements of the technical provisions, specifications, and drawings. Reinforced concrete foundation and floor slab with steel framed masonry walls and roof structure approximately 33,000 SF. Interior partitions, utility systems, raised flooring or other cabling system, electrical switch gear, standby power, uninterrupted power supply system, fire detection and suppression, security alarm system and all ceiling, floor and wall coatings and finishes. Provide allied support for communications requirements and system upgrades. Exterior utility extensions and connections, fire protection, alarm systems, access pavements, site improvements and support. The required alarm and communication systems require highly specialized equipment within the Sensitive Compartmented Information Facility (SCIF) for the DGS mission. All conduit, cables, equipment, wiring, etc. must be specially constructed and installed for the mission. As needed: replace existing overhead electrical distribution system with underground, upgrade water distribution system, construct, repair, and overlay roads, construct sidewalks, install storm drainage. Air Conditioning: 350 Tons. This facility requires certification as a Sensitive Compartmented Information Facility (SCIF) and requires all work needed to accommodate SCIF criteria. The subsequent award will be a Firm-Fixed-Price contract with a contract completion time of four hundred and eighty-five (485) calendar days from receipt of notice to proceed. All work to be done IAW applicable specifications and drawings. Specs and drawings shall be available with Invitation for Bid (IFB). The estimated project magnitude is between $10 million to $25 million. This project will be solicited on an UNRESTRICTRED basis. Price evaluation preference for HUBZone Small Business Concerns (See FAR 19.1307) is applicable. Funds are presently not available for this project. The applicable North American Industry Classification Code (NAICS) for this solicitation is 236220. The Invitation for Bid will be issued on or about 10 August 2009. All responsive offers from responsible offerors will be considered. Interested bidders must be registered with Central Contractor Registration (CCR). CCR registration information can be accessed on-line at http://www.ccr.gov/. Interested bidders are required to post their representations and certifications on-line at http://orca.bpn.gov. Date and information for Pre-Bid Conference/Site Visit will be posted with the IFB on or about 10 August 2009.
