RECOVERY-- ***THIS PROJECT INCLUDES THE FOLLOWING RECOVERY PROJECTS*** Volar Barks 8042 Barracks Remediation-Restore All Finishes and Systems. Volar Barks 8048 Barracks Remediation-Restore All Finishes and Systems. Volar Barks 8050 Barracks Remediation-Restore All Finishes and Systems. Volar Barks 8052 Barracks Remediation-Restore All Finishes and Systems. Volar Barks 8054 Barracks Remediation-Restore All Finishes and Systems. RECOVERY: In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Re-Investment Act (ARRA) of 2009, Pub,L. 111-5, the Government posts this pre-solicitation announcement. (Recovery funding may or may not be utilized for potential future Task Orders). The U. S. Army Corps of Engineers, Kansas City District, intends to issue a solicitation for a Design-Build Services for Renovation of 13 Barracks Buildings, located at the Fort Riley, Kansas. The solicitation will be available on or about 10 Aug 2009 on the FeedBizOps website at www.fbo.gov. The Proposals will be due approximately 30 days later. The solicitation, including any amendments, shall establish the official opening and closing dates and times The general scope of work includes, but is not limited to, the renovation of 13 Barracks Buildings with new HVAC, new bedroom, bathroom and kitchen arrangements, new roofs, and some minor exterior work. This solicitation will be issues as a Request for Proposals (RFP) which will result in the award of a single firm fixed price (FFP) construction contract. The estimated performance period for completion of construction on each Barrack Building is 365(Three Hundred Sixty Five) calendar days from Notice to Proceed (NTP). This solicitation will include options that will be included in the Award. At this time, a Pre-Solicitation Conference is planned for this solicitation. Approximately two weeks after the solicitation posting, a pre-solicitation meeting will occur at Fort Riley. An announcement will be sent out soon to reveal the place and time. At this time, the site may be visited. An organized site visit may occur the day of the pre-solicitation conference. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $25,000,000 and $50,000,000. The North American Industry Classification System (NAICS) Code for this project is 237990, and the size standard is $33,500,000.00. THIS SOLICITATION WILL BE UNRESTRICTED - - - Therefore, this project is open to both large and small business, and proposals for all responsible sources will be considered by the agency. If a source is a large business, and the proposal exceeds $1 Million, that offeror will be required to submit a Small Business Subcontracting Plan with goals based on percentage of total subcontracted dollars. The targeted goal percentages for this project are: Small Business - 70% Small Disadvantaged Business 6.2 % Women-Owned Small Business 7.0 % HUB Zone Small Business 9.8 % Veteran Owned Small Business 3.0% Service-Disabled Veteran-Owned Small Business 0.9 % Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15 for Best Value Source Selection. The solicitation will include a detailed list of evaluation factors, including any sub-factors or elements, and will provide instructions for proposal requirements and the basis for award. Any changes to evaluation factors will be issued by amendment.
