Description
USPSC Senior Financial Manager - Position Description/Solicitation The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications (Standard Form 171 or Optional Form 612 only) from qualified U.S. citizens interested in providing Personal Services Contract (PSC) services for the Senior Financial Manager position responsible for the Finance, Operations, and Budget Division of the Strategic Planning, Budgeting and Operations Office in the Global Health Bureau, as described in the attached solicitation. The incumbent shall provide leadership, direction, training and coordination of all financial management functions for the Bureau for Global Health. Under the leadership of the Senior Financial Manager, the Finance, Operations, and Budget Division coordinates field buy-ins; provides oversight of the implementation of pre-obligation requirements; tracks the allowance and obligation of funds; coordinates Bureau procurement planning and troubleshoots procurement actions; and ensures the accuracy of Bureau grants for Public International Organizations and Inter-Agency Agreements. The position will require that the successful candidate quickly develop a thorough understanding of the policies governing the various program elements and the full range of Agency managed appropriations accounts and funding sources which support the health area. The Contractor shall plan and organize the work of the Bureau's Finance, Operations, and Budget Division and review such work for the achievement of agreed upon written work objectives. S/he shall evaluate the performance of Finance, Operations, and Budget staff in conformance with established agency policy, regulations and procedures as well as provide necessary training to enhance the skills and knowledge of staff assigned to the office.
