- This procurement is being funded under the American Recovery and Reinvestment Act (ARRA), PL. 11-5 (February 17, 2009). HUBZONE SOURCE(S) SOUGHT: The Department of Labor's Job Corps Program is looking for HUBZone certified firms that may be interested, and have the demonstrated capabilities and qualifications to manufacture products, e.g., Web Caching/Filtering Appliances, that can provide network security, URL filtering, malicious-code detection and filtering, application controls for Web-based applications, such as instant messaging (IM), application delivery network (WAN optimization) capabilities, and is able to support multiple infrastructure. Equivalent products available in the marketplace include, but are not limited to: Bluecoat, CyberGuard, NetPilot, Infoblox, F-Secure, TippingPoint, Barracuda, FirePass, Array Networks, Websense, etc. A competitive HUBZone set-aside is anticipated. Firms responding to this announcement must appear on the List of Qualified HUBZone Small Business Concerns maintained by the Small Business Administration. Responses received from non-HUBZone concerns will not be considered. Estimated contract period is 12 months from the date of award. The NAICS code assigned to this procurement will be 541519 (Other Computer Related Services) with a size standard of $25 million. Those entities that reply to this announcement must produce and identify end products that are already available in the commercial marketplace and considered to be COTS. This is a SOURCE(S) SOUGHT announcement for planning purposes only and does not constitute the obligation of the Government to make an award. Market research is conducted to determine if there are HUBZone manufacturers with the capabilities and qualifications to produce the required products, as described above. All interested HUBZone entities are invited to submit the following information : (1) Company's name and address (2) brief capabilities statement (3) size of business and number of employees (4) Number of years in business (5) Company's point of contact: name, title, phone, fax and email (6) DUNS number and Cage Code and (7) affiliate information. Responses are due by July 24, 2009 11AM Eastern Standard Time. All interested parties shall respond to Stacy Conaway at conaway.stacy@dol.gov. Responses that are deemed fully qualified will be considered in any follow-up information requests. Please note that if a determination is cannot be made from at least two responsible HUBZone firms, this requirement may be solicited to the SBA under the 8(a) program.
