Description
Title: National Assessment of Emergency Medical Services Systems: Identification and Analysis of Existing Data Description: The project will provide a national assessment of emergency medical services. EMS emergency preparedness, and 9-1-1 communications, partially fulfilling statutory requirements under SAFETEA-LU. Introduction: The National Highway Traffic Safety Administration (NHTSA), of the United States Department of Transportation is responsible for reducing the number of injuries and deaths on highways resulting from vehicle crashes. As part of it mission to reduce fatalities and injuries caused by motor vehicle crashes, the NHTSA promulgates Federal Motor Vehicle Safety Standards (FMVSS). Specific Requirements: The contractor shall conduct a preliminary assessment of the state of the nation’s EMS systems using currently available data and shall identify key areas for which existing EMS data are insufficient for a meaningful analysis. The contractor shall prepare a final report summarizing the results of the assessment, gap analysis and recommendations for ongoing EMS assessment. The plan shall allow for collection of data on all aspects of EMS systems from by-stander care and 9-1-1/emergency dispatch through prehospital care and transport to definitive care, and including EMS emergency preparedness. The findings form this assessment will by used by NHTSA to prepare, on behalf of FICEMS, a Report to Congress on the state of the Nation’s EMS systems and to facilitate an eventual gap analysis. Contract Award: NHTSA intends to award a single, Time and Materials contract with a period of performance of eighteen (18) months, to include optional quantities during the contract. The anticipated award date for this resultant contract is expected on or about Tuesday, September 15,, 2009. This solicitation is full and open competition.
