Amendment 2: Question 4: Is this project considered a new requirement? Answer 4: Yes, this is considered a new requirement. Question 5: the SF 1449 amendment has a 7/28/09 due date and the text on the website states a due date of Friday, 7/24/09. Please advise about the clarification on the due dates. Answer 5: The RFP due date is 7/24/09. Question: 6: the RFP reference on the website is HM017709R0016 but the RFP reference on the RFP and the amendment is HM107709R0016 - the first two digits are transposed. Answer 6: The correct RFP number is HM017709R0016 Question 7: The RFP, page 21, Factor T1. Quality of Personnel....Standard 2. Personnel. "The standard is met when the proposed personnel have the skills as demonstrated by portfolio submission, experience and qualifications as demonstrated by resume submission appropriate for the four work roles established in the SOW". "Please clarify what is meant by "portfolio submission"? Answer 7: Portfolios should showcase what would be regarded as the strongest and most recent graphics, videos and photography projects and products. Portfolios should complement the information presented in resumes, and communicate current artistic interests, vision, and skill set. It should also demonstrate originality and creativity in areas that are representative of the graphic design, video, photography and print needs in the SOW. All portfolios should be submitted electronically via CD or DVD along with resumes. Graphics and photography should be.jpeg files and videos and animations should be MPEG or AVI files. Videos should not exceed a combined total of 10 minutes in length and graphics and photography should not exceed 10 products, projects or images. Question 8: The SF1449 form shows an end date of 9/15/2015, stated by NGA on numerous occasions. The last Option period is 8 months in length. The contract is 5 years (60 months) total. Please clarify what the end date is. Answer 8: The contract end date on the SF 1449, page 3, is 09/15/2014 not 09/15/2015. Therefore, the contract end date is 9/15/2014. Question 9: Regarding the Past performance, question 3, you replied: Page 16 of 75: The Past Performance volume shall include information for not more than three (3) most recent/current programs (within last 3 years) that are similar in scope etc....However, page 11 of 75 states a maximum of 5 per program. Is the requirement for Past Performance no more than 3, or no more than 5 applicable programs? Clarification is needed whether or not NGA wishes to have not more than 3 (or 5) Past Performance submissions within the last 3 (or 5) years. You refer to 3 programs in one sentence and then 5 programs in another. Answer 9: Submit to NGA not more than three (3) Past Performance submissions within the last three (3) years for this effort. Three (3) is the operative word. Question 10: Section 2 of the RFP requests the submission of invoices via fax or hard copy to DFAS and to the local NGA offices. May any of those submissions be sent electronically or must they be via fax? Answer 10: Submissions may be sent electronically as well. Question 11: The following text is from the RFP, page 14, section (5), which says, "(5) Program Staffing and Commitment Plan (PDCP) (Attachment 10) - Use the PSCP as part of your plan." etc. However, when you turn to Attachment 10 the page is blank - only the title "ATTACHMENT 10 PROGRAM STAFFING AND COMMITMENT PLAN" Is there a specific format we are to respond to? Is it missing? Answer 11: Please check the site for Attachment 10 (Program Staffing and commitment Plan). Question 12: Is the Contract Type intended to be Firm Fixed Price, or Firm Fixed Price Level-of-Effort (FFP LOE)? Answer 12: The contract type is Firm Fixed Priced. Question 13: Section 11, Access to Contractor Data (Service Contracts) - the first sentence states: "Contractor personnel shall not divulge any other contractor's confidential/proprietary or Government source selection sensitive information to any individual or entity without the written consent of the Contracting Officer or his/her designated representative." Question: Does this apply to DCAA audit requests? Answer 13: No, this does not apply to DCAA. Question 14: Section 13, Key Personnel - Subparagraph (b) states that for the first twelve months of contract performance, no personnel substitutions will be made unless necessitated by sudden illness, death or termination of employment. While recognizing this language is in the Key Personnel clause, does the twelve month requirement apply only to the Key Personnel or to all personnel assigned to the contract? Answer 14: This language applies to "all personnel assigned to the contract". Question 15: The SOW, section 4 states that the travel budget should not exceed $5,000 for trips "usually" to St Louis. Does this amount in section 4 also cover any travel that would be necessary for the Training noted in Section 5? Answer 15: No, the travel budget is not to be used for training. The travel budget is for official NGA business. It is the contractor's responsibility to ensure their personnel is up to date on training. Question: 16: Section 13, Key Personnel - Subparagraph (b) states that for the first twelve months of contract performance, no personnel substitutions will be made unless necessitated by sudden illness, death or termination of employment. While recognizing this language is in the Key Personnel clause, does the twelve month requirement apply only to the Key Personnel or to all personnel assigned to the contract? Answer 16: The requirement applies to all personnel assigned Question 17: Will the government consider having a site visit for this acquisition so that potential offerors can view the work site? Answer 17: The Government does not anticipate any site visits. Question 18: On page 14 of 75, paragraph (3) states that resumes of Key Personnel and all interpreter staff to be utilized will be submitted, can the government explain what the role of the interpreter will be on this project? In addition, same paragraph uses the acronym IS Program, what is this program and how does it fit it with this project? Answer 18: Delete the word "interpreter" in the first sentence and delete "execution across the IS Program" in the last sentence.
