- Sources Sought Notice For National Explosives Detection Canine Team Program (NEDCTP) INTRODUCTION This is a Sources Sought Notice for the National Explosives Detection Canine Team Program (NEDCTP) under the Transportation Security Administration (TSA). BACKGROUND The NEDCTP exists to deter and detect the introduction of explosives into the transportation system. Explosive Detection Canine Teams are a proven reliable resource to detect explosives and are key components in a balanced counter-sabotage program. The teams are acclimated to the unique characteristics of the airport and mass transit systems, and are well versed in searching many types of aircraft/mass transit systems/light rail and subways. The TSA-certified explosives detection canine teams combine excellent mobility with reliable detection rates. Local law enforcement agencies utilizing NEDCTP resources (canines) procure dog food for their respective teams. Through this procurement, TSA seeks to purchase dog food for the teams that are deployed with TSA Federal handlers. NEDCTP has a requirement for the purchase of various types and brands of dog food for delivery to CONUS locations. OBJECTIVES The overall objective of this Sources Sought Notice is to improve the understanding of industry capabilities and identify qualified sources to provide supplies including small business in support of the NEDCTP program. TSA reserves the right to utilize information from the responses to this Sources Sought Notice to determine if any small business set-asides may be applicable to any resultant solicitation. Responding to this Sources Sought Notice does not automatically include the responder to any bidders list, if such a list is developed. Vendors wishing to submit a proposal to any subsequent solicitation must monitor FedBizOpps for the synopsis. This Sources Sought Notice is for information purposes only and shall not be construed as a commitment or a promise of a contract by the Government. CAPABILITIES COVERAGE The Contractor will be required to deliver a wide-variety of adult dog food brands and types, including but not limited to those listed below: Canidae Lamb & Rice (can) California Natural Chicken and Rice (37 lb) California Natural Lamb and Rice (36 lbs) Eukanuba (35 lbs) Eukanuba Lamb & Rice (35 lbs) EVO Red Meat Large Breed (28.6 lbs) Innova Dry (33 lbs) Innova Evo dry (13.2 lbs) Hills Science Diet Adult (40 lbs) Hills Science Diet Active K9 (40lbs) Hills Science Diet Adult Light (37.5 lbs) Hills Science Diet Adult can food Hills Science Diet Mature Adult +5 (35 lbs) Hills Science Diet Mature Adult +7 (40 lbs) Hills Science Diet Adult Small Bites (40 lbs) In addition to the dog food types listed in this section, the Contractor shall also be able to supply a wide-variety of adult dog food brands and types necessary to meet NEDCTP's nutritional requirements. CAPABILITY STATEMENT Interested vendors are requested to submit a capability statement that addresses the following: 1. Ability to supply the brands and types set forth in the Capabilities Coverage section described above in the Continental United States (CONUS). 2. Ability to fulfill large quantity deliveries within two weeks of receipt of order. 3.Ability to ensure that a 10-month shelf-life of food at time of delivery is guaranteed. ADMINISTRATIVE All interested vendors may submit the capability statement to the TSA Office of Acquisition (OA). Submissions shall not exceed two (2) pages in length. A proposed price is not required or requested under this Sources Sought Notice. Vendors must identify their business size status in the capability statement (Small or Other Than Small). Capability statements are required to be received electronically via email to Brandon.Prindle@dhs.gov, Subject: NEDCTP Sources Sought Notice, no later than Tuesday, July 28, 2009, 5:00 p.m. EST. Responses received after this deadline will not be reviewed. TSA's primary point of contact is the Contract Specialist, Mr. Brandon Prindle, who can be reached via e-mail at Brandon.Prindle@dhs.gov. TSA's secondary point of contact is Ms. Audrey Taylor who can be reached via e-mail at Audrey.Taylor@dhs.gov. Any questions regarding this notice shall be directed to Mr. Prindle in writing, via email by Friday, July 17, 2009, 5:00 p.m. EST. While any and all questions must be directed to the Government point of contact identified in this announcement, answers to those questions, as well as any and all clarifications, extensions, or changes will be posted to www.fbo.gov and will only be available at www.fbo.gov prior to the closing date and time of the this notice. Vendors responding to this Sources Sought Notice are responsible for all expenses associated with responding to this Sources Sought Notice. (Note: TSA will not pay any costs associated with this effort). The deadline for submission will not be extended unless the CO determines that an extension is necessary. Any and all updates to this request will be posted to the Government Point of Entry at www.fbo.gov. Interested parties are encouraged to check www.fbo.gov frequently for possible updates.
