- RECOVERY--RECOVERY - RENOVATION/REHABILITATION OF HISTORICAL BUILDING 257 ON FORT BELVOIR VA RECOVERY ACT This is a pre-solicitation notice for a Request For Proposal (RFP) for the rehabilitation/renovation for the interior of building 257 [ARMY STAFF JUDGE ADVOCATE OFFICES AND COURTROOM] in accordance with Federal Acquisition Regulation (FAR) 15.2 [Solicitation and Receipt of Proposals and Information], as supplemented with additional information included in this notice. Proposals will be requested once the written solicitation has been issued-on or about 21 July 2009. This RFP is for a design-build requirement to rehabilitate/renovate the interior of building 257. The magnitude of this requirement is between $1,00,000.00 and $5,000,000.00. This will be a Firm Fixed Price Contract. This work will be performed on Fort Belvoir Virginia in Fairfax County. The Contractor shall be required to supply all materials, equipment, and labor to complete the Scope of Work which will be identified in the released solicitation. Proposals will be requested for solicitation number W91QV1-09-R-0035, and the solicitation will be issued as a Request For Proposal (RFP). The associated North American Industrial Classification System (NAICS) Code for this requirement will be 236220 with a small business size standard of $33,500,000.00. The requirement will be set-aside for Currently HUBZone Certified Small Businesses. The Pre-Construction Conference/Site Visit will be on or about 28 July 2009. The due date and time for this RFP will be at 10:00 AM EST on or about 20 August 2009. To be eligible for award, prospective offerors must be, actively, registered in the Central Contractor Registration (CCR) Internet website, www.ccr.gov, and be Currently HUBZone Certified. All Proposals will be clearly marked with the offerors name, address, POC with telephone number, and the above solicitation number. The solicitation notice and any/all amendments will be posted and available for viewing and downloading at Army Single Face to Industry (ASFI) website https://acquisition.army.mil/asfi/ Interested parties should review the aforementioned website regularly for any amendments to solicitation number W91QV1-09-R-0035. No CDs or hard copies of this solicitation will be made available. Performance and payment bonds will be required. Offers shall be reviewed and considered by Mission and Installation Contracting Command. This notice does not obligate the Government to award a contract; it does not restrict the Governments ultimate approach; nor does it obligate the Government to pay for any proposal preparation costs.
