Description
NASA/KSC plans to issue a Request for Proposal (RFP) for Exploration Ground LaunchServices (EGLS). The EGLS contract provides ground processing for launch vehicles,spacecraft and payloads in support of Constellation and International Space Station (ISS)Programs, as well as limited payload processing support services for the Launch ServicesProgram (LSP). Launch vehicle and spacecraft operations include advanced planning,element processing, integration, test, launch and recovery services. Included in thecontract are the associated ground support systems and equipment operations, maintenanceand launch site validation of exploration architecture systems that will providecapabilities necessary for human space flight and exploration of the solar system.Additionally, it includes support for the Transition and Retirement (T&R) of legacyassets supporting both the Space Shuttle Program (SSP) and ISS Program. Draft RFP NNK09275664J for this requirement was issued on May 20, 2009.This procurement is a full and open competition.All questions must be submitted in writing to the Contracting Officer, Tammy Burlein, atTammy.S.Burlein@nasa.gov.To access information regarding this procurement on-line, including the documentsincluded in the EGLS Bidder's Library, offerors should refer to the EGLS website athttp://egls.ksc.nasa.gov.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.The NAICS Code and Size Standard are 541712 and 1000 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the RFP is no earlier than July 24, 2009.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application.
