Description
The National Institute on Aging (NIA) Intramural Research Program (IRP) intends to award a fee for service contract for Administrative Consultant Services. This solicitation is a competitive requirement; FAR part 12.104, prompting competition and in Compliance with Simplified Acquisitions. This notice may represent the only official notice. This is a Simplified Acquisition with the estimated valve of less than the $100,000 dollars threshold. This solicitation is a request for competitive proposals. NAICS CODE 541611, AND THE STANDARD SIZE IS 6.5 The Administrative Office is responsible for the daily operations of the NIA/IRP. This includes budget execution, property management, procurement, internal controls, etc. To assist the NIA/ IRP Administrative Office with carrying out these responsibilities the contractor shall provide the following services: 1.Annual Report: Review overhead calculations to be used for NIA IRP annual report. Provide recommendations for allocation of funding for overhead amount. Review distribution of funding to each project and provide advice and recommendations for adjustments. Prepare template to be used to apply overhead to each project across program in the IRP. 2.NIA IRP FY10 Budget Formulation: Work with administrative staff to prepare FY10 NIA IRP budget plan. Provide insight, guidance, and recommendations for the budget plan considering known and anticipated factors affecting the budget. 3.Long Range Budget Planning: Prepare a long range budget plan for the NIA IRP for next 5 years to include recommendations to shift spending from royalty income to the IRP allocation. 4.FY10 Budget Execution: Provide analysis and recommendations on spending plan for facilities and contracts to include leases, ORF assessments, and projects. NIA will provide monthly reports. Review projections, obligations, and disbursements. Inform Administrative Officer of changes to projected spending and identify new requirements. Recommend changes as appropriate. 5.Facilities and Space Planning: Evaluation and planning for facilities and space occupied by the NIA IRP to include the Gerontology Research Center, the NIH Biomedical Research Center and Harbor Hospital. Review space plans and provide recommendations for improvement, ensure compliance with Federal/NIH guidelines. Provide advice and guidance on anticipated renovation plans and review cost estimates. 6.Clinical Research Services Contract: Review draft proposals and provide advice regarding negotiations with Harbor Hospital for 3T MRI usage. Provide advice to project officer regarding overhead rate calculations and negotiations. Performs research regarding policy, practice, and effective execution of performance evaluation for contractor provided services. Performs research regarding policy, precedent, and common practice or other areas as needed. Assists in the development of a performance evaluation plan and award fee structure for contracts. Also assists the administrative team in performing market surveys, formulating an acquisition strategy, and selection criteria for a contract based on research that may be performed in these areas. May assist in preparing independent government cost estimates. May include preparation of documents, participate in and at times, leading meeting discussion, gathering data, compiling input from several sources, and assessment of plans and documents for effectiveness of purpose. Prepares and/or reviews task orders and develops budget estimates for task orders. Assists in developing annual budgets and estimated spending projections. As requested, prepares performance plans for approval by the project officer. 7.Financial Management: Provide advice and recommendations on execution of FY09 and FY10 IRP budget to include royalty, gift funds, and CRADAs. Review financial reports and use NIH financial systems (nVision and SOFiE). Meet at least monthly with Administrative Office staff to review the IRP budget and discuss plans and recommendations. Reviews task orders for administrative and scientific services contract administered by NIH. Researches salary information, solicits input from lab/branch/section staff regarding specific task orders. Assists in developing budget estimates. 8.Emergency Planning: Work with NIA IRP staff on the IRP Continuity of Operations Plan (COOP). Provide advice, guidance, and recommendations and formulate plans. 9.Animal Services: Provide timely assistance in assessing quality, performance, schedule, and cost of contractor for animal services and in planning the expansion of animal services at a remote facility. Recommend changes or options to the project officer. Performance Period: August 1, 2009 July 31, 2010 Justification for Government Needs: This contract will assist in the smooth and efficient operation of the NIA IRP Administrative office by providing assistance, advice, and guidance with several complex issues that are critical to the organization. A government owned computer and office space will be provided to the contractor.
