- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS and NECO(http://www.neco.navy.mil/). The RFQ number is N00244-09-T-0511. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-34 and DFARS Change Notice 20090115. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 333315 and the Small Business Standard is 500 employees. The Fleet and Industrial Supply Center, San Diego, Seal Beach division, intends to solicit quotations as a small business set aside competitive basis for the following: CLIN 0001- (2 EA)-InGaAs Camera system, Sierra-Olympic Model SUSU320KTSX, Or equal, Offering on: Manufacturer:Part No.: The camera system shall satisfy the following MINIMUM requirements: Salient Characteristics: Camera FPA shall be an InGaAs of at least 320 x 256 pixels The InGaAs camera shall be sensitive in the wavelength region 900 to 1700 nanometersDetectivity (D*) of 5x10^12 or greater, To include image analysis software designed for use with the camera, No dimension of the enclosed camera body (without the lens) shall be more than 4 inchesC-mount lens interface with 25 mm f/1.4 CCTV optic1-year warranty Items shall be shipped FOB Destination. Place of delivery is NORCO, CA. All prospective offerors are cautioned that in the event the Government is unable to determine price reasonableness based on the offers received and market analysis, the Government will not issue a contract. This decision is solely the decision and the right of the Government. All efforts performed and all cost expended by prospective offerors in providing information requested by the solicitation are not subject to reimbursement by the Government. The Fleet and Industrial Supply Center, Seal Beach Detachment intends to award a firm-fixed price order based on the following: technically acceptable offer with the lowest total cost for the listed items in the specification. The following FAR provisions and clauses are applicable to this procurement: 52.211-6-Brand Name or Equal- As prescribed in 11.107(a), insert the following provision: Brand Name Or Equal (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- Meet the salient physical, functional, or performance characteristic specified in this solicitation; Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the contracting Officer; and Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation; 52.212-1, Instructions to Offerors Commercial Items; 52.212-3 ALT I, Offeror Representations and Certifications Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; 52.247-34, F.O.B. To be determined technically acceptable the Offeror must furnish product literature and technical information that demonstrates, through its proposal, the ability to meet all requirements as stated in the Specifications.
