Description
In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.4 and AMS Policy 3.2.1.2.1 - this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from interested vendors. This market survey is to provide information for the FAA to consider in choosing the method and type of procurement competition. The FAA is seeking interested sources that are capable of providing Consoles to the FAA that conform to the FAA requirements. The required functions are identified in the attached Draft SOW and Console Specifications. The Consoles will be used at FAA Operations Control Centers (OCC). The anticipated contract period is one (1) base year with an option for an additional one (1) option year. The anticipated contract will be a Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The total potential value of this award will be approximately $2,100,000. The minimum guaranteed value of this award will be approximately $500,000. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The NAICS code for this requirement is 337211 - Wood Office Furniture Manufacturing and 337214 - Office Furniture (except Wood) Manufacturing with a small business size standard of 500 employees. In order to make this determination the FAA requires the following information from interested vendors: CAPABILITY STATEMENT: All responders must provide a Capability Statement that addresses the following (in order): a.Type of services provided by your firm. b.Size and type of services provided under previous contracts for console procurements that are similar in size and scope. Provide detailed information and past performance information for at least three (3) previous contracts including customer name, dates, project value, customer point of contact, and description of work performed. c.Demonstrate the ability to meet each requirement identified in the attached Console Specification sheet. Identify make, model and accessories that meet these requirements. Failure to address each numbered requirement (1 through 11) shall constitute a non-responsive expression of interest. d.Respondent's access to additional resources, skills, subcontractors, etc, if necessary to perform the contract. If subcontracting, teaming, or partnering arrangements are anticipated, those arrangements must be identified, as well as the estimated percentage of the total effort that each subcontractor, partner, or team member will provide of the total effort. Also, please note that the FAA e-mail server restricts file size to 10MB per e-mail, therefore, responses may have to be submitted in more than one e-mail in order to be received. This market survey shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these items. The FAA will not be liable for any costs associated with the preparation of responses to the Market Survey, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement. Responses will not be returned. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists at this time. If a solicitation is issued, it will be announced on the FAA's Contract Opportunities web page. It is the offeror's responsibility to monitor this site for the release of the solicitation. The interested vendor's response must be submitted no later than 2:00 P.M. Eastern time on July 29, 2009. All responses to this Market Survey must be in writing, on company letterhead, and must demonstrate that the company can meet the requirements provided above. Submit any questions by email.
