- NASA/GSFC has a requirement for renewals of Interactive Display Language (IDL)Software licenses. The software is for data analysis, data visualization, andapplication development which includes the following features: Advance image processing,interactive 2D and 3D graphics, object oriented programming, volume visualization, ahigh-level programming language with integrated mathematics and statistics, flexible dataI/O, a cross-platform GUI toolkit, and versatile program linking tools.NASA/GSFC intends to purchase the items from Research Systems, Inc. (Doing Business As:ITT Visual Information Solutions, pursuant to FAR 13.106, for the acquisition of suppliesor services determined to be reasonable available from only one source.Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 15, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
