Description
PreAward Synopsis M67854-09-R-1049 Non-Lethal/Tube Launched Munition System (VENOMT) The Marine Corps Systems Command (MCSC), PG-13 Infantry Weapons Systems (IWS), PM-135, Optics and Non-Lethal Systems (ONS) intends to procure on a sole source basis the negotiation and award of a follow-on Urgent Universal Need Statement (UUNS) procurement (contract number M67854-06-C-1001) of the VENOMT NL/TLMS system and munitions from Combined Systems, Inc. (CSI) of Jamestown, PA in accordance with (IAW) FAR 6.302-1 (a) (2), "Only One responsible source and no other supplies or services will satisfy agency requirements." Under contract number M67854-06-C-1001, CSI manufactured twenty-five (25) NL/TLMS systems, munitions, and spares. The justification for other than full and open competition is that CSI is the original equipment manufacturer (OEM), and sole producer of the NL/TLMS system and munitions that have already gone through hazard classification and approval, as well as Insensitive Munitions, Hazards of Electromagnetic Radiation to Ordnance, Electro-Static Discharge, and environmental testing as part of the ordnance qualification process. The NL/TLMS is a 40 mm, three bank launching system that fires 30 rounds of non-lethal primed munitions. The NL/TLMS will provide the Marine Expeditionary Forces the ability to deliver a high volume of non-lethal fire at designated ranges, both day and night, to enhance force protection at Vehicle Check Points (VCP) and during convoy security operations. This is not a formal solicitation; furthermore, this synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that the required capability is available from other sources and competition would be advantageous to the Government. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
