- RECOVERY - This modification completes the funding for this effort. The Recovery Act funds are for the ADVENT Program, entitled "Advent Systems Integration Studies", of which is an R&D effort to conduct demonstrations of multi-design point adaptive turbine engines that automatically adjust fan and core airflow and pressures for optimized performance and fuel efficiency at all flight conditions. This program was awarded as an order under a Basic IDIQ contract. The Basic IDIQ contract was solicited and awarded using competitive procedures which resulted in the award of fourteen (14) IDIQ contracts, all of which were cost-reimbursement type contracts. Cost-type contracts were used because contract performance involved uncertainties that would not permit costs to be estimated with sufficient accuracy to permit the use of a fixed-price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2).
