- NAVAIR NAWCAD Lakehurst issued a sole source contract with General Atomics for the fabrication of one Electromagnetic Aircraft Launch System (EMALS) ship set for CVN 78. The award was made under the authority of 10 USC 2304( c)(1) as implemented by the Federal Acquisition Regulation Section 6.302-1. General Atomics, the designer and developer of EMALS, is the only source possessing the requisite system knowledge, engineering expertise, and technical data necessary to produce and deliver the system within the time frame necessary to meet the ship installation schedule.
