Description
RECOVERY. This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 and supplemented with additional information included in this notice. This solicitation and any subsequent award, incorporates provisions and clauses in effect through Federal Acquisition Circular 2009-1-1. The following provisions apply to this acquisition: 52-212-1 Instructions to Offerors- Commercial Items; 52-212-3 Offeror Representation and Certification-Commercial Items; 52-212-4 Contract Terms and Conditions - Commercial Items; ARRA clauses: FAR 52.203-15 Whistleblower protections; 52.212-4 Special Buy-American Act requirements; 52-212-5 Contractor reporting requirements; 52-213-4 Expanded GAO/OIG access to contractor records; 52.214-26; 52-215-2 Section 6.4; 52.225-21 thru 52.225-24; 52-244-6.This requirement contains American Recovery and Reinvestment Act (ARRA) funding and will therefore be subject to additional ARRA contract clauses which include additional contractor reporting requirements. The full text of these Commercial Items clauses is available at http://www.acqnet.gov/far. NAICS code: 424930 small business size: 100 employees. Requirement: Red and White Oak Trees, 3"diameter or greater, and 2" or greater diameter red bud and dogwood trees, all of which must be native to the area, required to be planted at designated spots in the Visitor Center/Admin area. All trees must be guaranteed for a minimum of 1 year. It is responsibility of the contractor to water and care for the trees to guarantee the trees for the one year period. Bid must include the price of the trees, planting them, any associated warranty, delivery and fuel surcharges. Trees must be planted between the dates of October 20th 2009 and March 27th 2010 with consideration given for minimal ground impaction. Spots will be physically identified on the ground by the resource manager prior to planting. The number of Oak trees (19), the number of Red Bud trees (27), the number of Dogwood trees (27). A limited number of Pin Oak trees will be acceptable (less than 33% of the total number of Oak trees). The National Park Service contemplates award of a firm fixed price contract based on the responses to this combined synopsis/solicitation. This announcement constitutes the only solicitation that will be issued for this requirement; quotations are being required to be completed on company letterhead and either faxed to 314-655-1641, emailed to neal_hause@nps.gov or by mail the attention of: Neal Hause, Jefferson National Expansion Memorial, 11 North 4th St, St. Louis, MO 63102-1882. Quotes are due by July 23, 2009, 3:00 PM, Central Daylight Time. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award can be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. Delivery and Installation will be to Pea Ridge National Military Park, 15930 Highway 62, Garfield, AR 72732, a unit of the National Park Service.
