- Notice of Intent to Award a Sole Source Procurement -Byram Archaeologica Consulting, LLC The U.S. Fish and Wildlife Service (USFWS) in Portland, Oregon intends to award a sole source firm fixed-price purchase order with base year plus four option years under authority of Federal Acquisition Regular (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures; to provide cultural resource investigation, documentation and monitoring services associated with the tidal marsh restoration project on the Ni-les'tun Unit of Bandon Marsh National Wildlife Refuge. This work is required under Section 106 of the National Historic Preservation Act and as requirements of Section 10/404 Army Corps of Engineers and Oregon DSL Removal/fill permits. Scott Byram conducted numerous archaeological projects centering on the Ni-les'tun Unit of the refuge over an 11-year period and served as a consulting archaeologist to the Coquille Indian Tribe between 1997 and 2005, many of his responsibilities involved site identification and preservation at the Ni-les'tun Unit. Therefore, the USFWS has decided to award this purchase order as a sole source acquisition. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the USFWS requirements described herein may submit a response no later than 07/15/2009 by COB to be considered. Responses to this posting must be submitted in writing via e-mail only. A determination not to compete the described purchase order based upon responses to tis notice is solely with the discretion of the USFWS.
