Description
The Force Health Protection and Readiness Program Office of the TRICARE Management Activity (TMA) has a requirement for non-personal health care services to support the congressionally mandated Mental Health Self Assessment Program as identified in NDAA06 and NDAA07. The statutory permitting other than full and open competition is 10 U.S.C. 2304 c 1. The FAR citation is FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. The Mental Health Self-Assessment Program (MHSAP - Trademark) was originally required by Congress in NDAA06. That requirement allowed DoD to contract with an academic or community agency, such as a not-for-profit agency, to meet this requirement. SMH was identified to meet the NDAA06 requirements because of their unique expertise and products. Because of success of this program in FY06, Congress specifically requires extending and expanding the MHSAP in NDAA07, Sec. 730 Mental Health Self-Assessment Program (MHSAP). SecDef to expand MHSAP for continuous availability/enhanced detection, with programs to address needs of children of deployed members and families. The Mental Health Self Assessment Program includes implementation of validated mental health assessment instruments, evaluated in a population-based setting for major depression, PTSD, bipolar disorder, generalized anxiety disorder and alcohol abuse. These assessments, scoring, referral and educational products must be provided through in-person screening events associated with National Depression, Mental Health, and Alcohol Screening days and Family Mental Health Screening days. These same services must be provided through web-based and phone-based self-assessment tools. Referral information must be customizable for a military community and for local military installation and community specific resources. In addition, evidence-based suicide prevention programs must be provided to expand the mental health assessment and education to adolescents in the military community (DoD and Impact Aid schools), an often over-looked but at-risk beneficiary population. Screening for Mental Health (SMH) is a not-for-profit organization that founded, developed, and continues to administer the National Depression Day Screening (Trademark), National Mental Health Day Screening, and National Alcohol Day Screening (Trademark) programs for the nation. They currently provide products for over 340,000 annual screenings to over 3,600 registered organizations, including educational, healthcare, corporate, and government agencies around the country. Unregistered participation in these screening days is even larger. Their program has been endorsed by national professional organizations and government agencies, including SAMHSA. SMH has been the only organization to provide broad-based mental health assessment tools and training for the conduct of National Depression, Mental Health, and Alcohol Screening Days across the nation since 1991. If Screening for Mental Health is the vendor on this project, their possession of the copyright for National Depression Screening Day and National Alcohol Screening Day means that any DoD-wide in-person screenings should be conducted on these days of the calendar. Otherwise, the DoDs in-person screening events would either have to be subcontracted to Screening for Mental Health by the vendor awarded the contract, because any other vendor could not legally conduct these national screening days and call them such without registering with Screening for Mental Health, Inc. SMH is the only organization that provides a complete set of assessment instruments that have been specifically evaluated for population-based screening, scoring, and referral. The psychometric data from their instruments has been published in the professional literature and has been applied to millions of community members, further validating the usefulness of the data produced. The depression scale was validated through original research by the organizations director who also serves on the faculty of Harvard Medical School. SMH provides the only evidence-based youth suicide prevention program in the nation (Signs of Suicide: SOS. They have achieved the trust of the public and professional mental health associations that ensures the products and results are used for the purpose intended. This program is endorsed by the National Association of School Psychologists, American School Counselor Association, National Association of School Nurses, National Association of Secondary School Principals, among others. Any firm that believes it can provide the services required is invited to submit a written notification to the Contracting Officer within 15 calendar days from the date of this publication of this notice. Supporting evidence must be provided in sufficient detail to demonstrate the firm's ability to provide these services. Information must be sent to Mr. Charles Jeff Bartlett via e-mail utilizing MS Word or.PDF File at charles.bartlett@amedd.army.mil. No telephone requests will be accepted. Responses received will be evaluated; however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source Contract.
