- NASA/GSFC has a requirement for the following products: p/n 215734, DxDesigner 050Ap SW Mobile Compute, p/n S-215734, DxDesigner 050 Ap SW Mobile Compute InitialMaintenance, p/n 339982-N, HyperLynx SI EXT Floating, and p/n S-239982-N, HyperLynx SIEXT Initial Support Floating.NASA/GSFC intends to purchase the items from Trilogic, Inc. only. These products areEngineering Design Software that is used for electronic PCB Design and is the minimumneeded to support design requirements.In researching the market, it was revealed thatMentor Graphics, Inc. is the only source supplying these products through their supplierTrilogic. No other source can maintain these products. It is essential that our toolset remain consistent so our engineering remains traceable to a known and establisheddesign tool. Our design heritage and reliability is based on this product. There is nopractical way to adopt an unknown and unproven tool that performs the same functionwithout putting Flight Designs at risk. Mission success is our highest priority. Authority is 10 U.S.C. 2304(c)(1) Only one responsible source.This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures. The Government intends to acquire a commercial item using FAR Part 12.this synopsis shall not be construed as a commitment by the Government, nor will thegovernment pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 16, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
