Description
RECOVERY ACT - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER GSA'S MOBIS CONTRACT (Schedule 874). The American Recovery and Reinvestment Act of 2009 (ARRA) is an unprecedented effort to jumpstart our economy, save and create millions of jobs, and put a down payment on addressing long-neglected challenges so our country can thrive in the 21st century. ARRA is an extraordinary response to a crisis unlike any since the Great Depression. With much at stake, AAR provides for unprecedented levels of transparence and accountability. As specified by AAR Section 1526, "Board Website," Recovery.gov is the main vehicle for providing each citizen with the ability to monitor the progress of our recovery. The National Institute of Diabetes and Digestive and Kidney Diseases serves as the primary agency of the Federal Government responsible for research and research training and communication of research results to the medical community in the areas of diabetes and other metabolic and endocrine disorders; digestive and nutritional disorders; diseases of the kidney and urinary tract; and blood abnormalities. This mission is accomplished through a variety of extramural grant mechanisms which support nation wide research activities and through intramural research areas in the Institute Include: (1) diabetes, endocrinology and metabolic diseases; (2) kidney, urologic and hematologic diseases; and (3) digestive diseases and nutrition. The GMB is seeking contractual services for two positions to serve as Grants Management Specialist. These positions are needed to accommodate the increased grants applications as a result of the American Recovery and Reinvestment Act of 2009 (ARRA). Contractor Requirements The specific services are as follows: • Function as staff adviser to program staff and to applicant/grantees on administrative and business management issues. • Conducts administrative and financial review of grant applications and applicant organizations. • Performs financial evaluations, including cost analysis and review of grantee organizations accounting systems, the availability of resources of the applicant organization, and the techniques by the applicant in dealing with the stewardship of funds. • Monitors post-award actions for projects and follows up on all incomplete actions, potential problems, and assigned responsibilities. • Provides guidance on statues and regulations and correctly interprets policies and procedures as they relate to the award program in general and as related to individual applications and proposals. • Assures recipients are in compliance with terms and conditions of grants/agreements, negotiates with recipients to resolve compliance issues, and determines what course of action should be taken to ensure compliance. • Effectively corresponds with recipient organizations regarding project related questions and concerns, provides clarification of policy and procedures, or requests for additional information. • Request assistance from the Office of Financial Management (OFM) of the Office of Policy for Extramural Administration (OPERA) for interpretation or clarification of fiscal policy and procedures as it relates to the NIDDK grants and cooperative agreements to resolve issues. • Monitors assigned program allocations to track appropriate rate of expenditures and to prevent lapse of funds or possible over expending. Estimated solicitation issue date is on or about July 2, 2009. Proposals are anticipated to be due on or about July 10, 2009. The solicitation will be a competitive acquisition based on a Firm Fixed Price (FFP) contract type. There will be no public bid opening. Responses to questions emailed to the below Point of Contacts regarding this solicitation will be posted to Recovery.gov, as practicable. This opportunity is available only to contractors who are listed on the GSA Mobis Contract. This procurement shall be conducted using competitive procedures. Please not that to be eligible for award of this project prospective contractors must be registered in Central Contractor Registration (CCR) and have completed and maintained current their Online Representations and Certifications (ORCA)(both can be linked to at ww.bpn.gov) prior to closing date of offer.
