- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. FAR Subpart 13.5 will be used. The Naval Surface Warfare Center, Dahlgren Division, intends to procure the following items:This requirement is for a Firm Fixed-Price contract for the acquisition of four (4) Solid State High Power Pulse RF Amplifiers. This is a Request for Proposals (RFP); the solicitation number is N00178-09-R-3127. This synopsis document incorporates clauses and provisions in effect through Federal Acquisition Circular 2005-33, effective 15 June 2009, Class Deviation 2005-o0001, and DFARS Change Notice 20090115. This item will be acquired through full and open competition. This requirement is set aside 100 percent for participation by small business concerns. The associated Federal Supply Classification is 5996; the Small Business Size Standard is 750 employees. The NAICS Code associated with this procurement is 334220. DESCRIPTION: CLIN 0001: four (4) Solid State High Power Pulse RF Amplifiers, #XRF751. The following specifications are required: 200 Watt minimum, 55dB gain minimum and 5 micro second maximum pulse duration pulse amplifier that covers the 2.7-3.0 GHz frequency range. Dimensions are 6x10x3.5 inches maximum and weight is no greater than 5 lbs. DELIVERY: All deliveries shall be inspected and accepted at the point of destination. The system shall be delivered FOB Destination to Naval Surface Warfare Center, Dahlgren Division, 6220 Tisdale Road, Suite 159, Dahlgren, VA 22448-5114, Attn: Code Q22/Grady. INSTRUCTIONS - The provision at 52.212-1, Instructions to Offerors - Commercial applies to this acquisition. Addenda to FAR 52.212-1 Instructions to Offerors- Commercial Items: In order to maximize efficiency and minimize the time for proposal and capability evaluation, it is requested that the offeror submit a proposal in accordance with the format and content specified. The original shall be clearly identified as "ORIGINAL" and bear original signatures. The copies shall be complete and clearly identified as "COPY". The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "DUNS" followed by the DUNS number that identifies the offeror's name and address. The offeror shall provide documentation that shows their current active registration in the Central Contractor Registration (CCR). Lack of registration in the CCR database will make an offeror ineligible for award. Offerors shall include a completed copy of the provisions at 52.212-3 and 252.212-7000, Offeror Representations and Certifications- Commercial Items and, with its offer. The clause at 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition. The clauses at 52.212-5 and 252.232-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Deviation) and, applies to this acquisition. Offers are due no later than 2:00 p.m. EDT on 09 July 2009.
