Description
The Federal Bureau of Prisons, Privatized Corrections Contracting, Office, Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment services and mental health treatment services, within a Ten-mile radius and accessible to local public transportation from the halfway house, located at 6000 N.E. 80th Avenue, Portland, Oregon. Performance periods under this contract will be for a one-year base period estimated to begin on October 1, 2009 with four (4) one-year option periods, with service ending (if all options years are renewed) on September 30, 2014. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. Base Year: Estimated number of Drug Abuse Treatment inmates 57: Intake Assessments (one per inmate) for 14 inmates = 14 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 12 units (per inmate) x 57 inmates = 684 units; Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 57 = 4,104 units; Family Counseling Sessions (30 minutes = 1 unit) 4 units (per inmate) x 4 inmates = 16 units; Estimated number of Mental Health inmates 10: Psychiatric Evaluation & Report (one per inmate) for 5 inmates = 5 Evaluations; Mental Health Intake assessment and report (one assessment and report per inmate) for 5 inmates = 5; Mental Health Individual Counseling 12 units per inmate for 10 inmates = 120 units; Mental Health Group Counseling 12 units per inmate for 10 inmates = 120 units; Psychotropic Medication for 10 inmates; Medication Monitoring 6 units per inmate for 10 inmates = 60 Monitorings. Option Year Four: Estimated number of Drug Abuse Treatment inmates 68: Intake Assessments (one per inmate) for 1 inmates = 17 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 12 units (per inmate) x 68 inmates = 821 units; Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 68 = 4,925 units; Family Counseling Sessions (30 minutes = 1 unit) 4 units (per inmate) x 4 inmates = 16 units; Estimated number of Mental Health inmates 12: Psychiatric Evaluation & Report (one per inmate) for 6 inmates = 6 Evaluations; Mental Health Intake assessment and report (one assessment and report per inmate) for 6 inmates = 6; Mental Health Individual Counseling 12 units per inmate for 12 inmates = 144 units; Mental Health Group Counseling 12 units per inmate for 12 inmates = 144 units; Psychotropic Medication for 10 inmates; Medication Monitoring 6 units per inmate for 12 inmates = 72 Monitorings. The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work dated March 2009.
