- RECOVERY ACT--THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER CONTRACT NO. SBAHQ04F0195. The Contractor shall perform the following tasks in regards to financial statement reestimate modeling: IV&V reviews will be limited to validating any corrections made in response to audit findings or questions, validating that SBA has not made any other changes and a model run to validate the cash flows and subsidy rates that result from updating actual performance data through June 30. - High-level review of all Excel tools and interfaces with the CSC2. The review and findings must be included in the final report for each model/program as this review objective was recommended by KPMG during the 2007 financial statement audit. - Part of the IV&V review must be a validation that the correct loan level cash flows are linked or are being properly fed to the cash flows read by the CSC2. The OCFO’s Accounting Liaison and Quality Assurance Branch validated the intra-governmental (lower) portion of the cash flows through the end of fiscal year 2008 prior to the models being sent out for an IV&V review. - Validations that the cash flows generated during the E&Y model run match those provided by SBA or a comparison of the subsidy rates from the “Summary” tab of the CSC2. - Validation that all model changes have been adequately documented. - Validation of the formulas, SAS code, and methodology used for all changes.
